Rusty (born in 1660 in what is today Graecia, died in Kaamiozyr in 1694) was a Tarr leader and President of the self-proclaimed Republic of Tarrland.

Rusty grew up without any education. Born into a family of petty criminals, he developed a mind to lead and inspire. He was considered one of the top drug dealing lords in Graecia before the Exodus of the Tarr in 1687. He was purchased by the House of Laegel and taken to what is now Kaamiozyr the same year. His new Laegel master, Amdír son of Finduilas, a husband of Zora (eldest daughter of Avranel, 13th Lady Laegel and mother of Aliande, 14th Lady Laegel), renamed him Rusty due to his rusty complexion. Because this was the name by which he became known the following years in Kaamiozyr, he decided to keep it despite the liberation from slavery in 1690.

After liberation, he created the Tarr Party in Kaamiozyr and became its leader. He was elected to the Bailiwick Assembly – largely an advisory assembly due to martial law in the bailiwick – where he quickly won the respect even of the UDF leadership, who saw Rusty as a cooperative fellow with the interests of his people at heart.

In 1692, following the outbreak of the Second Elwynnese Civil War, he initially sides with the rebels, but later the year, with support from the rebels, he proclaimed the independence of the Republic of Tarrland once Tarr rebels had taken over the base of Kaamiozyr and ensured eventual capitulation of the base's UDF garrison. He then named himself the President of the Republic of Tarrland.

He remained unable to read and write for the entirety of his life, relying on assistants to do it for him. He was severely maimed during the siege of Kaamiozyr when he was caught in the open by an artillery barrage when giving an ill-advised speech to his followers within sight of the defensive perimeter. Such foolhardiness cost him his left leg, which was mangled by shrapnel and had to be amputated above the knee.
