Restrictions on pets in the Confoederatio Aemilia
In the Confoederatio Aemilia, there are strict restrictions on which pets can be kept, and under which circumstances. As a general rule, non-mammalian animals that have traditionally been kept within the Confoederatio Aemilia and its predecessors, being, in chronological order, Walstadt, Sankt Ludwigshafen, Lanzerwald and United Principalities of Cibola, can still be kept as pets. With regards to mammalian animals, a positive list is kept, meaning that only animals on this list can be kept as pet, this list noticeably excludes dogs but includes larger felines such as the bitey kitty.
The restriction on keeping a dog is based on a tradition that originally goes back to an old Jingdaoese decree issued by the Chidao Emperor in 1660 AN, who ordered that the dogs in the empire should be decimated, and who called dogs spawn of the baishen (demons) after having been attacked by one of those vile creatures. Negative biases towards dogs were maintained by the Saxon population in southeast Cibola, which looked favourably at the Jingdaoese Empire at that time as they were then under the colonial rule of the safir, a species detested by the Jingdaoese, as became obvious when they launched the chain Kildari Fried Safir in 1683 AN in Daocheng.
