The Republic of Vey was established on 7.III.1695 by the All-Zeedic Association of Youths for the Establishment of the Republic of Vey (AZAYEROV) after the First Secretary of Zeed, Rashid Hasanzadeh, jokingly named his wife "President of Vey" in a speech, as she, he said, while mocking her Istvanistani accent, always wanted things to do it her "vey" (way). Youths across the country began immediate planning of the establishment of the Republic of Vey, by setting up the "All-Zeedic Association of Youths for the Establishment of the Republic of Vey" (AZAYEROV).

Despite being in the midst of the Third Euran War, AZAYEROV was organised by ambitious youths across Zeed. Uniting over their love of their first secretary and his wife, as well as the love and patriotism and devotion they had to their country, the youths of Azayerov instigated an exodus of youths from their dwellings, taking only tents and food and packing with them, across the River Erik to settle in the former Constancian capital of Vey, where they on 7.III.1695 proclaimed the Republic of Vey as a republic governed by the AZAYEROV committees, where Leila, the wife of the First Secretary, would become President of Vey and Mother of Both Nation and Republic. Leila in turn took on a surname, not having one previously, Azayerova, after the Association with gave her such fame in the country. She felt like a true mother.

On 5.XI.1698 AN Surenid forces, spearheaded by a demi-brigade of the Constancian Foreign Legion, entered the territory of the Republic of Vey following the departure into exile of its ruler.

In 1721, in a bid to clarify its legal status under the Imperial State of Constancia, the Republic of Vey was constituted by Imperial Decree similarly to the Ecclesiastical Mountain Republic. The Imperial Decree likewise specified that it be presently governed by a Civil Administrator, Cyril Phrantzes serving at pleasure of the Basilinna and/or the Autokrator of Constancia, and also granted them district representation in the Imperial Synkletos, as well as as an elected 24-member Advisory Council, elected by locals for a six-year term alongside national elections. In 1739, Cyril Phrantzes was replaced as Civil Administrator by Wayna Shekhar via Autokratorial Decree.
