The Qeltois Confederacy, also called Qeltoia, is a confederation of eight indigenous tribes in northern Keltia, north of Red Lake. They directly border Liberty to the east.

History

The Qeltois are one of the oldest races on the continent of Keltia and predate even some of the earliest known civilizations, such as Varja and Karnali. Semi-nomadic in nature, the Qeltoian people have been pushed back and forth by other migratory groups for several eons. Indeed it is suggested by some ethnolinguists that the name Keltia itself may be derived from the Qeltois. Whatever the case may be, it is likely lost to time. The Qeltois themselves are a pastoral people who migrate with the seasons and are known for constructing great longhouses of bent saplings and tree bark. They view land ownership as a communal practice and not that of private ownership. For many years the Qeltois were divided into warring tribes. But the rise of Liberty to the east spurred the tribes to unite and form the confederacy. Thus for the first time in their long history the Qeltois formed a cohesive political state and successfully fended off the incursions by the Libertines onto their lands.

After several years of border skirmishes and no real resolution to formulate a permanent peace with Liberty, President Rivington invited the Qeltoian Chief, White Wolf, to Liberty City for a regional meeting. The Chief wisely saw this as a means to secure the Qeltois lands permanently and agreed to attend. In secret he had also negotiated a separate peace with the Ertians to the north, who regularly traded with the nomadic natives. Thus when White Wolf and Joon Wong appeared at the summit it left Rivington with little choice but to accede to their demands and guarantee both land and political rights. By the time the delegates left Liberty Hall, the Qeltois had been granted statehood, protection by Liberty, complete political autonomy, and recognition that their lands belonged to them alone as an indigenous people of Keltia. Following the disastrous Libertine Civil War, the Qeltois migrated north and disappeared into the Green. They emerged years later, having settled around Lake Caledonia.

Tribes

The confederacy is comprised of eight tribes, each designated by their spirit animal: Wolf, Boar, Elk, Eagle, Raven, Bear, Fish and Panther.

Political Organization

The Qeltois Confederacy is a political union of eight different tribes. The Chiefs of each tribe act as representatives for their respective people and form the Great Council. Each season (year) one chieftain is granted the title of High Chief to act as chair of the council. This title rotates through the tribes so that each community each has an equal opportunity to serve as High Chief. Each tribe is responsible for its own laws and how they elect or appoint their respective chiefs.
