The Legge 4/1706 is the fourth law of 1707 issued by the Zar Government, signed by the Prime Minister and the President of the Republic, also called "Legge sulla Leva Militare" ("Conscription Act"). It entered into force on 1/1708 AN, following publication in the official gazette. It was proposed by the Partito Democratico Costituzionale and Forza Vegno, and sees the approval of 44 deputies of the Assemblea Nazionale

Art. 1

It is established that, at the age of 18, all male Vegnesi citizens must be called to serve in the Vegnese Armed Forces for a period of 6 months. Alternatively, conscientious objectors are given the possibility of a 12-month civil service consisting of social and ecological volunteering.

Art. 2

The law comes into force from the year 1708 AN.

Reactions

Three of the Fifth parties forming the Government had in their program the establishment of a compulsory military conscription and this was formalized with this law, which saw almost all members of the government in favor.

Public opinion, however, was divided by this law, seeing an adult and elderly population tending to agree with the government's decision, while practically all of the youth were clearly in disagreement, providing numerous demonstrations in the most important squares of the cities of Vegno .

These demonstrations, however, were often peaceful and therefore did not see the intervention of the police to appease the calls, but they nevertheless gave an important signal; the slogan was: "Signor No, Signore!" ("Sir No, Sir!"). The answer was dry, if the words weren't enough, to show the students' opposition to the draft law for the reintroduction of compulsory military service in front of the headquarters of the Vegnian Political Councils through the territory. Armed with scissors and machines, the boys had their companions shaved to zero in the middle of squares.

In particular the Student Network and the University Union of Cossa organized a presidium just as the Government was presenting the state draft law of compulsory conscription in Dilemma Palace.
