The Legge 2/1706 is the second law issued by the Zar Government, signed by the Prime Minister and the President of the Republic, also called "Territorial powers and establishment of the Regions". It entered into force on 10/1706 AN, following publication in the official gazette. It was proposed by the Partito Democratico Costituzionale, and supported by Forza Vegno and Partito Nazionalista Vegnese, and sees the approval of 74 deputies of the Assemblea Nazionale

Premise

The text is drawn up in order to make the work of the state in the area more effective. Furthermore, a subdivision of the same into several regions allows the creation of ad hoc and more efficient bodies as regards safety and provision of health services, such as the regional police and local health companies, limiting their work to geographically well-defined areas.

Art. 1

Regions are established. The Regions have legislative power in matters of regional territorial planning and internal mobility, infrastructural endowment, planning and organization of health and social services, promotion of local economic development and organization of business services within the region; without prejudice to the autonomy of educational institutions, with regard to school services, education and vocational training, and the promotion of the right to study, including university; on the subject of discipline, as far as regional interest is concerned, of cultural activities, of the enhancement of environmental, cultural and landscape assets, of regional enhancement and organization of tourism, of regulation, on the basis of specific agreements concluded at the regional level, of the financial relations between the territorial bodies of the Region for the respect of the regional and local programmatic objectives of public finance, as well as in any matter not expressly reserved to the exclusive competence of the State.

Art. 2

The deliberative body of the region is the Regional Council, elected by direct universal suffrage every three years. Executive power rests with the president of the region, who is the head of the local administration. He is elected by the regional council at the first meeting following its renewal. In each region there is also a prefect. The prefect of the department of the capital becomes regional prefect. It represents the Vegnese government on the territory.

Eleven (11) regions are identified:

5) Region of Compare

6) Mhazar-Campoasciutto region

7) Buonriposo region

8) Region of Caponord

9) Falange region

10) Region of Falangina

11) Region of Falangetta

Art. 5

This law enters into force on the first day of the year following that of its publication in the Official Gazette.
