Federal Surgeon General of Nouvelle Alexandrie
The Surgeon General (Alexandrian: Chirurgien Général Fédéral, Martino: Cirujano General Federal) of Nouvelle Alexandrie is the official governmental spokesperson on matters of public health for the Council of State. The surgeon's general office and staff are grouped together into the Office of the Federal Surgeon General, which is an agency under the Department of Social Security and National Solidarity.
The surgeon general is nominated by the President of the Government and confirmed by the Federal Assembly. Following historical precedent, all surgeon general's have been licensed healthcare professionals with significant experience in public health programs, as well as specialized training. The surgeon general serves a four-year term of office, and may only be reappointed once.
Responsibilities
The surgeon general reports to the Secretary of Social Security and National Solidarity, and serves as the principal advisor to the Council of State and President on public health and science affairs. They are also in charge of the so-called Surgeon General's Emergency Service, which employs about 10,000 uniformed health professionals who are dispatched by the Secretary of President in the event of a public health emergency.
The surgeon general acts as the official spokesperson regarding public health policy. They also have informal duties, such as educating on health issues and supporting health and lifestyle programs nationwide. An important aspect of the surgeon general is their independent status from any major Political parties.
The surgeon general is also responsible for periodically issuing health warnings in the case of epidemics or natural disasters. In the past, they have also been associated with health warnings concerning cigarettes, alcohol, and illicit drug use.
History
The office of Federal Surgeon General was established in 1695 AN by the Department of Social Security and National Solidarity. It combined two previous roles that existed before then: the Presidential Advisor on Health Policy and the Governmental Health Spokesperson. An important part of the reform into the current position was the appointment of senior healthcare professionals, while previously the aforementioned roles were filled by mostly legal experts and policymakers.
While the office has considerably few powers, lacking several statutory privileges - such as the right to legislate, the right to vote in the Council of State, or even the right to represent government in the Cortes Federales - some of its vocal advocacy has in the past led to important precedent-setting and progressive health policies. The Surgeon General and their staff also produce the important biannual State of National Health Report, which informs the President of the impact of health policies, reforms, and investment into healthcare.
