Constituent communities of Anglien are the communities recognized in Chapter II of the Constitution of Anglien as forming the people of the Free Duchy of Anglien. The chapter recognizes seven constituent communities and gives four of them protected status. The same chapter is titled The Anglien Compact, but the legal basis of the arrangement is the constitutional text rather than a separate treaty or charter.

The system grew out of the transition that followed the NKR insurrection, the Natopian intervention in Anglien, and the territorial incorporation of Eesdehaven, the surrounding northern marches, the Purple Isles, and Arminsburg in 1756 AN. Under the Charter of Anglien, several communities were represented through appointed seats in the Diet of Anglien and through the transitional institutions created after liberation. The permanent constitutional draft adopted by the Constitutional Diet in II.1759 AN reorganized those protections as a general recognition of constituent communities, with voluntary community rolls and reserved representation for protected communities.

Background

The Charter of Anglien, promulgated on 15.X.1754 AN, created a transitional order after NKR forces were expelled from the territory. The Charter established the Sovereign Duke, the Council of Ministers of Anglien, the Constitutional Diet, the transitional judiciary, and the Truth and Reconciliation Commission of Anglien. It did not set out a complete permanent system of community recognition. Instead, it gave the Diet a mandate to draft a constitution within five years.

Community protection became part of that constitutional work because the occupation had not affected all groups in the same way. The Mala'anje population in Anglien had been expelled in large numbers, mainly to Nouvelle Alexandrie, while Alexandrian Nazarene churches and clergy had been targeted by NKR authorities. Interior Norse-Crandish communities had representation in the transitional Diet but no separate protected language status under the Charter. The 1756 AN incorporation of Lac Glaceian territory also brought the Purple Isles and other Lac Glaceian populations into the duchy before the permanent constitution had been completed.

The 1756-1757 Anglien census supplied the demographic basis for the new arrangement. It recorded a population of 1,302,547 across the enlarged duchy and used community categories for Crandish, Lac Glaceian, Anglo-Saksen, Crandish-Alexandrian, Norse-Crandish, Mala'anje, and other residents. The census treated the Lac Glaceian category as an administrative label for the incorporated northern and island territories, expressly including the Purple Islanders.

Constitutional framework

Chapter II of the Constitution is headed The Anglien Compact. Its operative provisions recognize the constituent communities, define the protected communities, guarantee equality and protection against assimilationist policy, and provide for community electoral rolls and reserved representation.

The constitutional framework distinguishes between recognition as a constituent community and protected status. All seven communities are recognized as part of the Free Duchy's constitutional people. Protected status adds specific guarantees, including community rolls and reserved seats in the Diet. Crandish, Anglo-Saksen, and Crandish-Alexandrian communities do not receive reserved community-roll seats, but they remain represented through the ordinary territorial and proportional parts of the Diet.

Constituent communities

Community Constitutional status Notes
Crandish Constituent community The largest census category and principal language community of national administration.
Anglo-Saksen Constituent community Concentrated historically in coastal areas, the northeastern coast, and the Purple Isles.
Crandish-Alexandrian Constituent community A mixed Crandish-Alexandrian community concentrated in Bergbuurg and the eastern districts.
Mala'anje Protected constituent community A maritime community whose Anglian population was heavily displaced during the occupation.
Alexandrian Nazarene Protected constituent community A religious and cultural community centered on the Autocephalous Nazarene Church of Alexandria and the Diocese of Anglien.
Norse-Crandish Protected constituent community Interior remnant communities with a Norse-inflected Crandish dialect and transitional representation in the Diet.
Lac Glaceian Protected constituent community The constitutional category for populations incorporated from Lac Glacei, expressly including the Purple Islanders.

Protected communities

The protected communities are the Mala'anje, Alexandrian Nazarene, Norse-Crandish, and Lac Glaceian communities. Protected status gives those communities two constitutional protections beyond general recognition: a voluntary community roll and reserved representation in the Diet. Mala'anje and Alexandrian Nazarene protection responded to persecution, displacement, property seizure, and the destruction or confiscation of religious and community property during the occupation. Norse-Crandish protection addressed a smaller interior community whose language status had remained unresolved under the Charter. Lac Glaceian protection addressed the 1756 AN incorporation of new territories into the duchy and the political position of the Purple Islanders within the enlarged state.

The Constitution prohibits discrimination by community, language, or faith and bars organs of the state from pursuing the assimilation of any constituent community against its will. It also places the cultural and religious heritage of the communities under state protection. The protected inheritances named in the text include Alpinist temples and sanctuaries, Alexandrian Nazarene churches, Mala'anje maritime traditions, the Norse-Crandish dialect, and the Purple Temple of the Purple Islanders.

Community rolls and representation

The constitutional draft provides that each protected community maintains a community electoral roll administered by the Kiescommissie fonn Anglien. Enrollment is voluntary and based on self-identification, subject to criteria of community connection established by law with the concurrence of the community's elected representatives. No person may be enrolled on more than one community roll at a time.

The permanent Diet of Anglien is designed as an 84-member chamber. It includes 34 members elected in single-member bailiwick constituencies, 34 compensatory members allocated to preserve proportionality, and 16 members elected by the protected-community rolls. Each protected community elects four members.

This arrangement replaces the appointed minority seats of the transitional chamber. Under the Charter-era system, the Sovereign Duke appointed eight Diet members: three representing the Alexandrian Nazarene community, three representing the Mala'anje diaspora, and two representing the Norse-Crandish interior remnants. The Lac Glaceian roll was added in the permanent constitutional draft after the 1756 AN incorporation.

Electoral administration

During the transitional period, the Census Directorate compiled the referendum register from the 1757 AN census returns and restored civil and land registration records. The Directorate was a transitional body. Under the constitutional draft, its electoral functions pass to the Kiescommissie, an independent electoral authority responsible for elections, referendums, the electoral register, community rolls, electoral league registration, and certification of results. The practical effect is that community-roll elections are administered by a standing electoral authority rather than by the census office that prepared the first referendum register.

The same constitutional order regulates political competition through registered electoral leagues. The registration regime carries forward the proscription of the Nü Krantisk Rapskaff and successor organizations under the National Recovery Act. The Constitutional Court of Anglien may refuse or withdraw the registration of a league that is continuous with a proscribed organization, engages in apologism for or denial of occupation crimes, or is led by persons subject to disqualification orders.

Census and identity

The census categories used in the 1756-1757 enumeration are administrative categories. They are not identical to the constitutional communities. The census counted residents, restored records, prepared the referendum register, and supported restitution work. The constituent-community framework is constitutional and cultural.

This distinction is most visible in the Alexandrian Nazarene community. Alexandrian Nazarene identity is religious and cultural rather than a separate census descent category. Alexandrian Nazarene Anglians may also appear within Crandish, Anglo-Saksen, or Crandish-Alexandrian demographic categories. The Constitution protects the community because its churches, clergy, and faithful were targeted during the occupation.

The Lac Glaceian category is also broader than a single cultural identity. For constitutional purposes it includes the Purple Islanders, whose Purple Temple is protected by name. The arrangement gives the incorporated Lac Glaceian territories a protected roll while preserving the distinct island identity of the Purple Islanders.

Public administration and culture

The community framework is reflected in language administration, broadcasting, local government, and heritage protection. Crandish is the principal language of national administration. Anglo-Saksen and Alexandrian have administrative status in bailiwicks where their speakers form a substantial proportion of the population, as determined by law on the basis of the census. Lac Glaceian has administrative status in Eesdehaven, Montrial, the Purple Isles, and Rielrar.

Anglienen Rundfunk maintains Anglo-Saksen and Alexandrian-language programming, a partnership with the Mala First Nation broadcaster, and regional service in the Purple Isles. Its early plans noted the absence of separate Norse-Crandish programming under the Charter. The constitutional recognition of the Norse-Crandish community leaves that question to later implementation.

Heritage protection also links the community framework to the work of the TRCA and its permanent successors. The constitutional draft preserves the record of the occupation, carries restitution work into the permanent order, and protects memorial and religious sites associated with the communities harmed under NKR rule.

Terminology

The phrase Anglien Compact is used as the title of Chapter II of the Constitution. In ordinary description, the arrangement is usually clearer as the constituent-community framework or the protected-community system of the Constitution of Anglien. It is not a separate compact between states or an instrument outside the constitutional text.
