The Census Directorate is the enumeration and statistical authority of the Free Duchy of Anglien during the transitional period. Constituted in 1756 AN within the apparatus of the Council of Ministers to conduct the duchy's first national census, it carried the ducal census to its reference date of 1.IV.1757 AN under the direction of the statistician Femke Terhorst, and has since carried out the preparatory compilation of the voter register for the constitutional referendum held on 7.VII.1759 AN.

The Directorate is a transitional body. The adopted constitutional draft of II.1759 AN provides for an independent electoral authority, the Kiescommissie fonn Anglien, to administer elections, referendums, the electoral register, and the community rolls once the Constitution enters into force; until the Kiescommissie is constituted, the Directorate's census-based registration work is the duchy's electoral machinery in fact.

Establishment

The Directorate grew out of the Statistical Office of the Council of Ministers, the small body that had produced the duchy's 1755 AN population estimates from administrative records and CATO-reviewed sampling. The decision to mount a full enumeration, taken as the 1756 AN territorial incorporation roughly doubled the population the government had to count, required an operation of a different order, and the census program was constituted as a directorate under Terhorst, who had directed the Statistical Office's estimate work.

The 1756-1757 census

The Directorate's founding undertaking was the duchy's first comprehensive enumeration since the 1752 AN Lac Glaceian cantonal census. Fieldwork began in the mainland bailiwicks in 1756 AN and was extended to the territories incorporated that year; results were reported against a reference date of 1.IV.1757 AN and recorded 1,302,547 residents. The census provides the operational basis for restitution proceedings, the electoral roll, and the demographic provisions of the permanent constitution.

Voter registration

The Directorate compiled the duchy's first voter register from the census returns and from the civil and land registration records restored under the foundational statutes of 1754 AN, supplemented by enrollment work conducted through the bailiwick administrations and the Islands Administration. The register was open for public inspection and correction and was closed ahead of the referendum. Persons subject to public-office disqualification and disenfranchisement orders under the rulings of the Truth and Reconciliation Commission of Anglien and the National Recovery Act are excluded from the register; the excluded class is defined and has not been broadened since the Act's passage.

Preliminary figures place the eligible adult population at approximately 880,000. Under the Charter of Anglien's referendum provisions, which require an absolute majority of valid votes with turnout of at least fifty percent of registered voters, certification of the register fixes the turnout floor for the vote.

Succession

The constitutional draft assigns the permanent electoral function to the Kiescommissie fonn Anglien: five members elected by the Diet of Anglien by three-fifths of its full membership for a single seven-year term, with responsibility for elections, referendums, the electoral register, the community rolls of the protected communities, and the registration of electoral leagues. The Schedule of Transition provides for the first Kiescommissie to be appointed within thirty days of the Constitution's entry into force. The Directorate's register and enumeration records would pass to it.
