The War Merit Cross 2nd Class was established by HRM King August Charles II in 2004. The medal is awarded to recognize a Gotzer's meritorious service to the Crown and Kingdom as a member of the Royal Army or the Royal Navy.

A special subclass, in which the ribbon is affixed with a frontline clasp, recognizes particular service, generally that associated with holding a command. In some cases, the War Merit Cross 2nd Class is awarded as a result of the recipient's actions during a specific military campaign.

The related, higher-order, War Merit Cross 1st Class recognizes more significant meritorious service.
