The Norse Humanitarian Council (NHC) is an international humanitarian organization established on 15.VI.1737 AN in conjunction with Operation Haven Shield to coordinate refugee assistance and resettlement services for the Norse diaspora following the East Keltian Collapse. Headquartered in Newcastle-Upon-Eastmoor, Moorland, with a major secondary office in Port Esther, Warring Islands, the organization operates the largest refugee support network within the Raspur Pact, managing over 28 processing centers and coordinating resettlement programs across member states including the Benacian Union, Moorland, Nouvelle Alexandrie, Natopia, Oportia, and Zeed.
Working in close partnership with the Joint Humanitarian Operations Center and the National Qullqa System, the NHC has facilitated the resettlement of over 4 million Norse refugees since its founding. The organization maintains a permanent staff of 75,000 professionals and coordinates a network of 350,000 volunteers across its operational areas, providing services ranging from emergency evacuation assistance to long-term integration support including language training, vocational education, and cultural preservation programs. The Council receives primary funding through Raspur Pact humanitarian allocations and operates with an annual budget of 2.5 billion NAX€.
