The Tri-State Area Institute of the Public Broadcasting - Tri-State Area Broadcasting Corporation (Phineaner: Institut Penyiaran Awam - Perbadanan Penyiaran Tri-State Area; abbrevated as TIPB-TSBC) is a state-owned public broadcasting organization in the Tri-State Area, a special administrative territory of the Order of the Holy Lakes in right of the Federal Republic of Phinbella. Owned by the Ministry of Information Technologies and Communications, a Tri-State Area government ministry — it owns and operates television broadcast channels and digital media properties. It was established as the Tri-State Area Institute of the Public Broadcasting - Radio Television Tri-State Area (TIPB-RTTS) on February 10, -26BP (14.VI.1177 AN) after being created through the Public Broadcasting Act on November 10, -27BP (14.VI.1174 AN), where from the date of establishment the public radio and television services of the Tri-State Area (comporised the Bi-State (Jefferson County), Adjacent Area and Petite Martinique) will be provided by TIPB-TSBC, "a public company with financial, administrative and legal autonomy in this metropolitan archipelago".
Among the functions of the Institute of the Public Broadcasting is to arrange contracts with programmers (Phineaner: Syarikat pengaturcara) that are companies that produce programs for radio and television networks in the Tri-State Area; develop and implement plans and projects adopted by the Ministry; and offer educational, cultural and official information services through radio and television infrastructure in this territory. Programmers in the Tri-State Area bid to lease time slots to air their shows on TIPB's television broadcasts (and formerly radio broadcast). TIPB-TSBC forms half of the mass media duopoly in the region along with Anthusiast Press Broadcasting. In RP 2600, it also took over the task of screening programs, which programmers in the region were required to send 48 hours in advance, for the purpose of determining whether the program was suitable for viewing by minors.
This broadcasting organization practices a mixed system (Phineaner: Sistem percampuran) where TIPB-TSBC's television networks rely on programadoras/programmers as the sole producers of programs that are broadcast throughout the Tri-State Area. The mixing system with the programmer is almost the same as the Public Broadcasting of the Federation of Phinbella (FPPO), a Phinbellan national public broadcaster that covers the entire Free area of the Federation only where the similar system is mostly operated by member-based public broadcasting associations along with several private companies.
TIPB-TSBC has own and operating six television networks i.e Channel 5, Channel 8, Channel 12 which covered through the Tri-State Area, TeleAdjacent for Adjacent Area coverage, TPM for Petite Martinique and TeleKepulauan for the Antioquia Islands. TIPB-TSBC previously owned and operated a radio network in the Tri-State Area, but in -4BP, all radio stations owned by TIPB-TSBC were completely taken over by the Radio Corporation of the Tri-State Area (RCTS) which is also owned by the same ministry.
