State Customs and Revenue Service
The State Customs and Revenue Service is the government agency of the Imperial State of Constancia charged with the implementation of the of the codification the laws and policies of the Imperial State of Constancia with respect to national customs and tariffs. Established by Autokratorial Decree [1] bearing date at 4.VII.1677, it authorized that the Director-General may promulgate the rules of the Service, determine its own staffing requirements, employ or dismiss employees, and establish subordinate offices as necessary, and that the Director-General may detail or deputize personnel or agencies from the Government of the Imperial State of Constancia to assist them in their duties, and that the tariffs mandated by the same Autokratorial Decree shall take effect on the first day of the tenth month of 1677.

Autokratorial Decree
His Serene and Eminent Imperial Highness the Prince of Molivadia by the Grace of the Basileus Grand Knight Commander of The Order of the Great Kingdom of Constancia, Kanikleios of Basileusa Megaliotate and Autokrator of Constancia, Co-Ruler of the Kingdom
To all whom these commands shall come, the Autokrator sends
GREETING:
WHEREAS the condition of the finances of the Imperial State of Constancia is of prevailing state interest,
In the name and with the authority of
Πετερ Τηε Τηιρδ Basileus, Supreme Lord of Vey, Portus Felix, Ad Pontes, Elaion, Craiss and Metaxia, Cario, Idolgi, Ithonion, Oranjesion, Nivardom, and Aqaba, Defender and Protector of the Patriarchal Orthodox Faith
LET IT THEREFORE BE KNOWN that this Decree shall codify the laws and policies of the Imperial State of Constancia with respect to national customs and tariffs
AND WE DO FURTHER DECLARE that the State Customs and Revenue Service is established under the Ministry of Finance to implement this Decree, with all necessary powers granted accordingly
AND WE DO FURTHER DECLARE that a general import tariff of one thousand Natopos, or its prevailing equivalent in foreign currency, shall be imposed on every ton of cargo imported into the Imperial State of Constancia, provided that if the cargo shall be foodstuffs, the import tariff shall be two hundred Natopos
AND WE DO FURTHER DECLARE that a general export tariff of two hundred Natopos, or its prevailing equivalent in foreign currency, shall be imposed on every ton of cargo exported from the Imperial State of Constancia
AND WE DO FURTHER DECLARE that all tariffs imposed under this Decree shall accrue to the state treasury account of the Basileusan Bank, for the use of the Government of the Imperial State
AND WE DO FURTHER DECLARE that the following individuals are appointed to the State Customs and Revenue Service:
- Nacallia Zacharia, Director-General at Aqaba
- Agamemnon Petrovius, Commissioner at Nivardom
- Keghart Davtyan, Commissioner at Arak
- Garshāsp Kaveh, Commissioner at Mehrshahr
- Eskander Allus, Commissioner at Cario
- Hassan Hafzed, Commissioner at Bandar-e Saghi
- Gugliemundo Hellasinimos, Commissioner at Mirran, in the Zylenisi Dependency
AND WE DO FURTHER DECLARE that the Director-General may promulgate the rules of the Service, determine its own staffing requirements, employ or dismiss employees, and establish subordinate offices as necessary
AND WE DO FURTHER DECLARE that the Director-General may detail or deputize personnel or agencies from the Government of the Imperial State of Constancia to assist them in their duties
AND WE DO FURTHER DECLARE that such necessary funding for their expenses shall be appropriated from the Basileusan Bank
AND WE DO FURTHER DECLARE that no person shall molest nor harm them under pain of my displeasure
AND WE DO FURTHER DECLARE that previous legislation on this matter remains intact and unamended, and supplementary to this Decree
AND WE DO FURTHER DECLARE that the tariffs mandated by this Decree shall take effect on the first day of the tenth month of 1677.
AND FINALLY WE DECLARE that these commands reach all Subjects in the Imperial State and all others throughout Micras
