Located in the far reaches of Eastern Corum, the city of Portsmouth was originally established in 653 WG. Early in its history, the city served as the primary port of entry for the Kingdom of New Victoria's Corum settlements. However, the city fell into disrepair soon after a series of failed invasions of Nova England and Mercury resulted in the eventual breakdown and dissolution of the national government. Following the dissolution of the government, the residents of Portsmouth were slaughtered by a band of local gamesmen, who killed most of those whom they encountered, and enslaved those who survived. Today, the souls of those slaughtered continue to reside in the city, mostly living as they did in life. In the late 790s, in fact, the Kingdom of New Zimia was forced to abandon a colony in the region after local ghosts rose up in protest regarding their rights as citizens of the Realm of Passio-Corum.

In 830 WG, the region of Portsmouth was claimed as a protectorate of the Realm of Passio-Corum, and a military installation was established to the west of the city, in the ruins of the city of York. Operations in the region, like in all of New Zimia's Outer Realms, serve to promote and preserve the nation's interests in Corum.
