Provisional Government of Western Natopia
The Provisional Government of the Western Natopia is the government that was established in Western Natopia after the division of the Natopian Empire and the Proclamation of Lindstrom in 1708 AN. Established by Imperial Decree of Empress Vadoma I, the Provisional Government was given a "temporary command of the reins of the Western Natopian government" while the Constitutional Convention of Western Natopia debated and drafted a Constitution in Dos Gardenias.
The Provisional Government of Western Natopia is composed of members of the United Democratic Movement (UDM), led by former Natopian Chancellor Ernesto de la Cruz. Ernesto de la Cruz currently serves as the First Consul of Western Natopia, with Isabel Aetós-Fournier as Chancellor of Western Natopia and Second Consul of Western Natopia. The organization of the Provisional Government was provided by the Proclamation of Dos Gardenias, which established the modern West Natopian state, the Bovic Empire of the West.
The Proclamation of Dos Gardenias establishes that the Provisional Government shall last until 1710 AN, after which the Constitutional Convention may vote to renew the Provisional Charter while it continues to work on the Constitution for Western Natopia; which will then need to be put to a national referendum for final ratification.
Organization
The Provisional Government of Western Natopia came to be recognized by all the Raspur Pact countries, including Eastern Natopia, and by the Micras Treaty Organization by 1709 AN as the sovereign government of Western Natopia, per the Declaration of Lindstrom of 1708 AN.
Established by Empress Vadoma I, the Provisional Government was given a temporary Provisional Charter, with a sunset provision due at the end of 1710 AN. Only the Constitutional Convention of Western Natopia can vote to extend that provision until a new Constitution is ratified. The Empress may recommend an extension to the Constitutional Convention.
Head of state
Empress Vadoma I and Emperor Edward I reign as co-Emperors of the Bovic Empire of the West.
The Imperial House is the House of Waffel-Paine y Carrillo, established by Imperial Decree in 1708 AN.
The law and the head of government
The head of government is conferred to the office of the First Consul of the Empire. The current First Consul is Ernesto de la Cruz of the United Democratic Movement. The current Chancellor and Second Consul is Isabel Aetós-Fournier of the United Democratic Movement.
Absent a permanent constitution, the Provisional Government operated under the existing Natopian legal tradition, and the laws and regulations established by Empress Vadoma I via Imperial Decree. The new government drew upon the rich existing legal traditions of Natopia and Alexandria to build a new code of law and a new Constitution.
