An initiative of Benacia Command, which funded development work undertaken by the Kalavia company of Kalgachia at Gravelbottom, commencing from 1731 AN. The VTOL project was subsequently taken up by the Commission for War on behalf of the Benacian Union Defence Force in 1733 AN.

The full production run of 400 units would finally be completed by 1745 AN.
