The Panopticon Department of the Corps of the Gentlemen-at-Cudgels, also known as the Panopticon, is Elwynn's national intelligence service. It operates as a separated pillar from the Union Defence Force, and reports directly to the Prince. The name of "Panopticon" derives from the principles explored by Babkhan penal reformers whereby a small group of prison guards would be able to watch all prisoners in the circular prison.
Structure
The Panopticon Department is overseen by the Main Office, which has the responsibility for the coordination of all departments of the security apparatus within the Department. The Main Office is chaired by the Chief Director. The Chief Director is authorised to undertake whatever actions deemed appropriate for the security of the Republic and shall be granted immunity from prosecution for any actions undertaken in accordance with their role, subject to the discretion of the Court of the Prince. Under the Main Office are four lower offices, each with their separate director.

Aside from these standing offices, The Chief Director Panopticon Department (Main Office) may raise any ad hoc units and formations as he may deem appropriate for the fulfilment of the remit of the Panopticon Department.
Panopticon System

The Panopticon is a Babkhano-Elwynnese technological system designed to capture and process information in an improved manner that greatly enhances the battlefield commander's situational awareness, removes ambiguity - the notorious fog of war - and reduces the time taken for each step in the decision making cycle.
Each Panopticon Suite comprises a 'Targeted Surveillance Autonomous Radar System' that enables ground surveillance to develop an understanding of the enemy situation and to support attack operations and targeting that contributes to the delay, disruption and destruction of enemy forces.
The primary system is the dual-mode ES-27 Synthetic Aperture / Moving Target Indication (SAR/MTI) radar, known as 'Froyalan', which feeds, via secure fibre optic cables, into the optic nerve of the central processing unit.
Panopticon information captures are also exportable, via secure ES-26 VERITAS telex-relays, to command and control (C&C) and Electronic Warfare (EW) vehicles such as the Red Queen and Jackalope of Red Bear LLC and the ESB Horjin, providing up to the minute battlefield data for Imperial commanders and security experts..
The IRS Medusa and Elwynn Class Corvette were selected as a test bed for bio-mechanical integration, with integration into selected platforms was in progress during the 1650s.
The "digital yoke"
After the Second Elwynnese Civil War, and the great displacement that occurred in its aftermath, it was considered necessary to encode the biometric data of all citizens, along with any stateless or displaced persons found within the realm, so as to avoid a repetition of the catastrophic data loss that occurred in the wake of the Scouring. All would receive the digital yoke, a data chip and processing unit embedded into the spinal column at the neck and fused into the central nervous system, connecting the digital yoke to the cerebellum of the recorded person. All homes and residential apartments would thereafter, in addition to their BDN terminal and panopticon view screen, receive a remote syncing station, to which the key metadata related to the recorded person's daytime activities would be uploaded. This data would then be interrogated remotely during the night-flights of the Panopticon Department's Reaper Drones and transferred to the Panopticon Nodes of each locale for entry into the data vaults of the bailiwick, available for review at all higher levels of authority.
