Resurgence
With the incorporation of Santander as a region in the Alduria-Wechua Federation, a few old hands of the Liberal Alliance in exile began talks to refound the Alliance. A Congress was held in Santander in early 1685, where a constitution was drawn up and approved, and national party officials elected, in time to campaign for, and contest seats in the Federal Constituent Assembly. A significant increase in Liberal Alliance membership took place after 1687, where a binding resolution added 72 more seats split between Santander, Valencia, and the new capital, Cárdenas.
