The Naval Construction Office was a special executive agency of the Commission for War, a subordinate entity of the High Presidium of the Benacian Union, established in 1722 AN in accordance with strategic direction received from the 6th Session of the Congress of Chryse. The office was tasked with the central coordination of the expansion and reconstruction of the Maritime Forces of the Benacian Union during the years 1730 AN – 1750 AN, following an initial capital and manpower intensive period of capacity development during the years 1722 AN – 1729 AN.
The office would greatly benefit from the support and patronage of Harry Rex, the Ransenari grand admiral of the Maritime Forces of the Benacian Union. Perhaps inevitably this resulted in a programme of works that would ultimately favour the shipbuilding industry of Ransenar, but the Commission for the Panopticon could be relied upon to bring those who wondered overmuch as such things to account in relatively short order.
