Zeed Directive 5

This Directive codified and clarified policy regarding the participation of Zeed in the Pan-Euran Highway and created the Zeed National Labor Reserve.

Zeed Directive 5


WHEREAS Article 18 of the 1701 Armistice of Alduria City provides that, "Hostilities between the Raspur Pact and the Revolutionary Government of Rusjar shall cease from midnight, local time, on 24.IX.1701 AN" and

WHEREAS Article 1 of the 1701 Armistice of Alduria City provides that, "There shall be an immediate demobilisation of all formations and personnel associated with the Revolutionary Armed Forces and the Revolutionary Government in Rusjar"

WHEREAS Article 13 of the aforesaid Armistice provides that, "An appointed deputy of the High Representative of Trans-Euran Command shall be attached to the Revolutionary Government in Rusjar to safeguard Pact interests and to supervise the establishment of a Transitional Government" and

WHEREAS Article 16 of the aforesaid Armistice provides that, "The Revolutionary Government in Rusjar shall reconstitute as a Transitional Government that is fundamentally nationalist and humanist in its essential character" and

WHEREAS Article 5 of the aforesaid Armistice provides that, "The Pact shall have the right to occupy any strategic points in Zeed in the event of any situation arising which threatens the peace and security of Eura" and

WHEREAS Article 6 of the aforesaid Armistice provides that, "The Pact shall enjoy the liberty to use all ports and anchorages presently under Zeedic control. Zeedic mercantile shipping shall be placed under the command of Pact Commissioners appointed to those ports for the purposes of trade and the demobilisation of Zeedic forces" and

WHEREAS Article 7 of the aforesaid Armistice provides that, "All Zeedic airports, ports, and arsenals shall be open to the Pact" and

WHEREAS Article 12 of the aforesaid Armistice provides that, "The disposal of the equipment, arms, and ammunition, including transport, surrendered as part of the demobilisation specified in Clause 1, shall be overseen by the High Representative of Trans-Eura Command and his appointed deputies" and

WHEREAS Article 1 of the aforesaid Armistice provides that, "There shall be an immediate demobilisation of all formations and personnel associated with the Revolutionary Armed Forces and the Revolutionary Government in Rusjar." and

WHEREAS Article 11 of the aforesaid Armistice provides that, "All representatives of Azad Eura, Calbion, Cimmeria and Raikoth, and the Tarr, whether military and civilian, shall be immediately interned and surrendered to the High Representative of Trans-Euran Command in Rusjar within three months." and

WHEREAS Article 14 of the aforesaid Armistice provides that, "Zeedic prisoners taken during the war shall remain at the disposal of the Pact for a period of one year from the date of the signing of this armistice." and

WHEREAS Article 10 of the aforesaid Armistice provides that, "Commissioners of the Pact shall be placed in control of the roads and railways of Zeed, with Pact forces to occupy junctions and stations as required."

LET IT THEREFORE BE KNOWN that the entire governance of Zeed is now subject immediately to the absolute authority of the Raspur Pact, as personified by the High Representative and Supreme Plenipotentiary, in accordance with the laws of war and the 1701 Armistice of Alduria City

and I therefore promulgate the following:

1. There is hereby created a Zeed National Labor Reserve, comprised of:

a. All representatives of Azad Eura, Calbion, Cimmeria and Raikoth, and the Tarr, whether military and civilian, within the meaning of Article 11 of the 1701 Armistice of Alduria City

b. All Zeedic prisoners taken during the war within the meaning of Article 14 of the 1701 Armistice of Alduria City

c. All able-bodied individuals who are or were part of all formations and personnel associated with the Revolutionary Armed Forces and the Revolutionary Government in Rusjar deemed suitable by members of the Allied Control Commission

The Minister of Labor shall have charge over the organization, governance, deployment, equipping, oversight and management of the Zeed National Labor Reserve.

2. The Minister for Ideological Enlightenment shall ensure sufficient ideological education over the Zeed National Labor Reserve.

3. The commitment of Zeed over the Pan-Euran Highway is guaranteed and assured. The Minister of External Relations shall communicate this to the Euran Economic Union, the Raspur Pact and its individual member-nations and governments.

4. There is created under the Ministry for Railroads, Reconstruction, and Infrastructure a Pan-Euran Highway Administration to serve as the central administrative, coordination, monitoring and evaluation agency over the section of the Pan-Euran Highway within the borders of Zeed. It shall be headed by an Administrator, with the rank and emoluments of a Deputy Minister, appointed by the High Representative and Supreme Plenipotentiary and serving at pleasure, who may be recommended by the Minister for Railroads, Reconstruction, and Infrastructure.

5. The budget for the Pan-Euran Highway Administration shall be appropriated from funds available, as certified by the Ministry of Budget and Management. The Ministry of Finance and Governor of the Bank of Zeed are authorized to offer debt instruments in Craitish Cräite, and Imperial stater, secured by the land and other assets of the Zeed state to fund the Pan-Euran Highway Administration. No loans nor debt may be contracted by the Pan-Euran Highway Administration without prior permission of the High Representative and Supreme Plenipotentiary. The staffing and operations of the Pan-Euran Highway Administration shall be under the purview of the Administrator.

6. The Minister of Labor shall assist the Pan-Euran Highway Administration by deploying such members deemed necessary by the Pan-Euran Highway Administration of the Zeed National Labor Reserve to the construction and maintenance of the Pan-Euran Highway, and providing their operational command and control to the Administrator of the Pan-Euran Highway Administration.

7. All State Ministries and Agencies, including the Zeed Survey Authority, shall assist the Pan-Euran Highway Administration in the implementation of their mandate.

8. Railway provision alongside the Pan-Euran Highway shall be included. The Zeed National Railroad shall coordinate with the Pan-Euran Highway Administration on this matter.

9. The Pan-Euran Highway Administration shall provide a quarterly progress report and financial report to the Allied Control Commission and the High Representative and Supreme Plenipotentiary.

10. This Directive takes immediate effect on the date of signature. The military governors are directed to cause the public announcement and posting of this Directive over the next ten days, as well as its immediate enforcement.

Given at the former Presidium building, Rusjar, this 2nd day of the Xth month of the year 1701 AN.
