Zeed Directive 10

This Directive prescribed and defined crimes within Zeed, and established the Garrisoned Police Force of Zeed. It took inspiration from the Federal Foreign Crimes Act, 1699 of Nouvelle Alexandrie.

Zeed Directive 10


WHEREAS Article 18 of the 1701 Armistice of Alduria City provides that, "Hostilities between the Raspur Pact and the Revolutionary Government of Rusjar shall cease from midnight, local time, on 24.IX.1701 AN" and

WHEREAS Article 1 of the 1701 Armistice of Alduria City provides that, "There shall be an immediate demobilisation of all formations and personnel associated with the Revolutionary Armed Forces and the Revolutionary Government in Rusjar"

WHEREAS Article 13 of the aforesaid Armistice provides that, "An appointed deputy of the High Representative of Trans-Euran Command shall be attached to the Revolutionary Government in Rusjar to safeguard Pact interests and to supervise the establishment of a Transitional Government" and

WHEREAS Article 16 of the aforesaid Armistice provides that, "The Revolutionary Government in Rusjar shall reconstitute as a Transitional Government that is fundamentally nationalist and humanist in its essential character" and

LET IT THEREFORE BE KNOWN that the entire governance of Zeed is now subject immediately to the absolute authority of the Raspur Pact, as personified by the High Representative and Supreme Plenipotentiary, in accordance with the laws of war and the 1701 Armistice of Alduria City

and I therefore promulgate the following:

1. A person who creates violence, harms another or murders another for the purpose of subverting the established order shall be guilty of the crime of Insurrection and shall be punished according to the following classifications:

A ring leader shall be punished by imprisonment for life or imprisonment without prison labor for life; A person who participates in or commands a plot, or engages in other essential activities shall be punished by imprisonment for life, imprisonment or imprisonment without prison labor, for at least five years; the same shall also apply to a person who has committed acts of killing, wounding, destroying or plundering; A person who merely responds to the agitation and follows the lead of another or merely joins in the violence shall be punished by imprisonment or imprisonment without prison labor for not more than five years.

2. Anyone who prepares or conspires with intent to commit the crimes of Article 1 shall be punished by imprisonment, or imprisonment without prison labor for at least three years, but when he or she denounces himself or herself before the intended crime is committed, the punishment shall be mitigated or remitted. The preceding paragraph shall apply to a person who agitates or propagates the crimes specified in Article 1.

3. A person who, acting alone or in conspiracy with others, or in conspiracy with a foreign country, causes to commence hostilities against Zeed or the Raspur Pact or any of the members of the Raspur Pact, or who, acting alone or in conspiracy with other, or in conspiracy with foreigners, fights against Zeed, shall be guilty of the crime of Inducement of Foreign Aggression, and punished by execution, and all their personal and real property shall be forfeit to the Government of Zeed.

4. A person who injures military interests of Zeed or the Raspur Pact or delivers an enemy country military benefit by crimes other than those specified in this Directive shall be punished by imprisonment or hard labor for life for at least three years. A person who levies soldiers for an enemy country shall be punished by execution, and all their personal and real property shall be forfeit to the Government of Zeed. A person who applies for conscription in an enemy country shall be punished by imprisonment or hard labor for life or at least five years. A person who provides an enemy country with troops, fortresses, camps, or vessels, airplanes, such other places, equipment or structures to be used for military purposes, shall be punished by punished by execution, and all their personal and real property shall be forfeit to the Government of Zeed. A person who provides an enemy country with arms, ammunition, or such other goods or benefits to be used for military purposes shall also be punished punished by execution, and all their personal and real property shall be forfeit to the Government of Zeed.

5. A person who acts as a spy for an enemy country, or aids or abets a spy of an enemy country, shall be guilty of the crime of Espionage, and punished by execution, and all their personal and real property shall be forfeit to the Government of Zeed.

6. A person who agitates or propagates, prepares or conspires with intent to commit any of the aforementioned crimes shall be sentenced to imprisonment or hard labor for a limited term of at least three years provided that when they denounce themselves before carrying out the commission of the intended crimes, the punishment shall be mitigated or remitted on discretion of the Minister for the Interior and the Preservation of Law and Order of the State.

7. A person who, without justifiable reason, does not perform a contract concerning munitions or military structures for the government in time of war or during a warlike incident, or obstructs another from performing such contract, shall be guilty of the crime of Sabotage, and shall be punished by imprisonment or hard labor for not more than ten years, and all their personal and real property shall be forfeit to the Government of Zeed.

8. There is hereby established a Garrisoned Police Force of Zeed to serve as the public order enforcement force and a subordinated entity of the General Inspectorate of Eura and Corum, under the direction, control, and supervision of the Minister for the Interior and the Preservation of Law and Order of the State, who shall enlist its members and commission its officers. Members of the Garrisoned Police Force of Zeed must have previously served in the non-commissioned ranks of the former Revolutionary Armed Forces or as an officer in the Zeedic Vanguard Division, demonstrate good physical and mental health, be of Euran descent and be members of the National Sector Party of the Nationalist & Humanist Party in Zeed.

9. The Minister of Finance and Governor of the Bank of Zeed is directed to provide such sums necessary for the implementation of this Directive. He shall cause and ensure the collection of fines in accordance with this Directive, utilizing escheatment or seizure of private property as necessary. Fines collected by authority of this Directive shall be deposited to the Treasury of Zeed. The Minister of Finance and Governor of the Bank of Zeed is authorized to open and maintain bank accounts in the banks mentioned in Zeed Directive 7 for these purposes, accordingly.

10. In accordance with Article 3 of Zeed Directive 1, which remains in full effect, the senior-ranking Raspur Pact officer present in the Region who is presently serving as military governor of their Region, responsible for maintenance of law and order until otherwise directed, and subject to the command and direction of the High Representative and Supreme Plenipotentiary, shall provide all necessary assistance for the proper implementation of this Directive.

11. This Directive takes immediate effect on the date of signature. The military governors are directed to cause the public announcement and posting of this Directive over the next ten days, as well as its immediate enforcement.

Given at the former Presidium building, Rusjar, this 14th day of the Xth month of the year 1709 AN.
