Treaty of Concord

The Treaty of Concord was a treaty between the Kingdom of Amokolia the Elwynnese Republic and the Unified Governorates of Benacia. Signed in Concord, Elwynnese Mishalan, on 5.IV.1675.

Treaty of Concord on the Relations between the Kingdom of Amokolia, the Elwynnese Republic, and the Unified Governorates of Benacia:
  1. The Parties, recognizing each other and free, sovereign and independent states, commit to not engage in hostilities toward one another. They shall be in regular contact with one another on all matters of mutual concern. The Parties respect, however, the right of each other to engage in self-defence, either together or in collectives, in order to defend the territorial integrity of a Party or Party ally.
  2. The Parties agree that the Kingdom of Amokolia shall forever be an independent and neutral state. The duty to uphold this clause rests on the Parties.
  3. Each Party shall establish an embassy in the capital each other party. Consulates-general may be established with the consent of the receiving party.
  4. The Parties recognize the borders between them, as marked by the MCS Council. Any changes to the border between them shall occur by mutual agreement.
  5. The Parties recognize that the historic homelands of the Amokolians, known as Amokolia, is shared between them. Neither of the Parties claim to be the sole homeland of the Amokolian people. As such, the Kingdom of Amokolia shall be referred as "The Kingdom of Amokolia" or "West Amokolia". "Amokolia", without qualification, shall refer to the entirety of West Amokolia, Severnaya Gubernya and Elwynnese Amokolia.
  6. The Parties solemnly affirm that they harbour no territorial, moral, financial or legal claims on one another, nor shall any propagation of extension of claims onto another party be allowed in the legislation of the Parties.
  7. The Parties shall give the citizens of another Party of Amokolian ethnicity preferential visas for the purposes of visiting, tourism, sport, culture work, and study.
  8. The maritime border between the Parties shall be delineated as follows:
    1. The territory of a Party extends 24 kilometres from the baseline coast of that Party.
    2. This water is considered territorial water and subject to the full jurisdiction of the Party. All matters of customs, taxation, and immigration operate as if wholly within the Party.
    3. The reserve zone of a Party extends 360 kilometres from the baseline coast of that Party. The economic and environmental resources within this zone belong fully to that Party.
  9. Whenever the territorial water of a Party or the reserve zone of a Party clash with that of another Party, the two shall consider the midpoint between their claims as a border unless they agree otherwise.
  10. Persons with Absentian, Batavian, Elw, Froyalanish, Lengish or Vanic identity shall not be considered to have an Amokolian ethnicity.
  11. This Treaty shall be in effect for twelve full calendar Norton years after the instruments of ratifications have been submitted to the government of the Elwynnese Republic. In the first three months of the twelfth year of this period, a Party may inform the other Parties of the Treaty of its intention to withdraw from the Treaty at the end of the period. If such intention is made known to the other Parties, the Treaty shall cease to be in effect for the withdrawing Party at the end of that period. If no such intention is made, the treaty is renewed for another twelve years, with the same procedure as in the previous period.

Timeline

  • 1678:
    • Ransenar Ransenar: Ransenar closes the border with the enclave of Chryste.
    • Elwynn Elwynn, whilst not repudiating the treaty, declared its measures to be "in abeyance" on 21.VII.1678 following the closing of the border by West Amokolia three days previously.
    • With the outbreak of the Second Amokolian War on 24.VII.1678 the treaty has been violated.
  • 1680:
    • Francia Francia, the legal successor to the Kingdom of Amokolia, regards the treaty as a thing of the past. The first article of the treaty was violated by the outbreak of the Second Amokolian War. But maintain the treaty with a view to diplomatic relations with Elwynn, as well as with the prospect of renewing the treaty.
    • Francia Francia: on 7.XIII.1680 AN, the Frankish government declared the treaty no longer in force.
