Strategic Predominance Assessments (Alexandrian: Évaluations de Prédominance Stratégique; Martino: Evaluaciones de Predominio Estratégico; Wechua: Kamachiq Hatun Atiy Chaninchaykuna), commonly known as the SPA Documents, are classified strategic planning memoranda produced by the Defense Intelligence Analysis Center in coordination with the Military Intelligence Directorate. First commissioned in 1735 AN, the assessments analyze hypothetical military scenarios to identify capability gaps and inform force structure decisions. The documents evaluate the Federation's ability to maintain operational superiority against potential adversaries across multiple theaters and conflict types, with particular emphasis on Keltia Command, Trans-Euran Command, and defense of the homeland.

Each assessment series examines specific threat contingencies, ranging from conventional peer conflicts to asymmetric warfare and hybrid operations. The analyses inform procurement priorities and have directly influenced programs such as the Force 1752 initiative. While the existence of the SPA Documents is publicly acknowledged, their contents remain classified. Critics, particularly from the Alliance for a Just Nouvelle Alexandrie, have argued the assessments overstate external threats to justify increased defense spending, while military planners maintain they provide essential guidance for maintaining the Federation's security posture.

It has been argued that the utility of the SPA process was demonstrated during the Fourth Euran War, on account of the alacrity with which Oportia was brought to capitulation, compared with the slow grinding war of attrition against Zeed, a notably weaker opponent, during the Third Euran War.
