Ofū (Sangunese: 王不, translit.: Ofū?) (Common Tongue: Cowherb) is the largest city of Sanpantul. Ofu is located on the southern tip of East Sandwich Island. Although the city has a coastline, it also extends far inland. It has a population of 3,000,000 and is located within the borders of six special counties. The southern part of the city is the very large Ofu Port. There is also a long island called Birashima just south of the city.

The city was originally the only town of note in the Sandwich Isles. Ofu was originally a medium-sized village called Cowherb, known for its cowherd meadows and large and small cattle. The Old Port was an important location, providing a significant supply of feed and meat to the outer colonies of Nova England. The island remained a village during the time of Natopia and Coastalis, and became the unofficial capital of Sanpantul before the provisional government was established during the War of Independence. During the Sanpantul period, the island's position became critical, making it once the largest city. Over time, it gradually lost its title as the largest city, overshadowed by the capital of Kipei. Ofu is now the second largest city in the country and a major port center.

Ofu is a major commercial center and continues to be a major meat and feed supply center. The city's port and factories are vital to the nation's economy. The city hosts the annual Ofu Botanical Fair and is home to the emperor's summer palace, Ofukyuden. The city also hosted the group stage and semi-finals of the 2020 EMU Championship.
