DECREE ACKNOWLEDGING GUARDIANSHIP OVER THE LORD AND LORDSHIP OF DELFINENSTRAND
We, Their Serene and Eminent Imperial Highnesses, The Prince of Molivadia, Autokrator of the Imperial State of Constancia, etc., and The Princess of Arboria, Princess of Molivadia, etc., acknowledge guardianship over the Lordship of Delfinenstrand, and His Imperial Highness Iñigo Lorenzo Aloysius Shahnaz al-Osman Primo de Aguilar, Lord of Delfinenstrand, of the Principality of Whales, of the Bovic Empire of the Natopian Nation.
We likewise Decree that in the exercise of Our Guardianship, no Decree from the Court of the Lordship of Delfinenstrand shall issue without Our joint seals or signatures.
Done at the Court of the Lordship of Delfinenstrand, Aqaba, Imperial State of Constancia, this ninth day of Friedeber in the year 1688.
DECREE APPOINTING A LORD HIGH CONSTABLE OVER THE LORDSHIP OF DELFINENSTRAND
We, Their Serene and Eminent Imperial Highnesses, The Prince of Molivadia, Autokrator of the Imperial State of Constancia, etc., and The Princess of Arboria, Princess of Molivadia, etc., guardians over the Lordship of Delfinenstrand, and His Imperial Highness Iñigo Lorenzo Aloysius Shahnaz al-Osman Primo de Aguilar, Lord of Delfinenstrand, of the Principality of Whales, of the Bovic Empire of the Natopian Nation, decree as follows:
Alvar Ahlgren, commander of the 4th Cossack Engineer Squadron, 55th Regiment of the Honourable Company (Divisional Troops), ESB-Cossack-Cuirassier-Division, is appointed Lord High Constable of the Lordship of Delfinenstrand, and shall have the duty and responsibility to uphold law and order within the Lordship, and to implement our Decrees.

DECREE APPOINTING A LORD HIGH TREASURER OVER THE LORDSHIP OF DELFINENSTRAND
We, Their Serene and Eminent Imperial Highnesses, The Prince of Molivadia, Autokrator of the Imperial State of Constancia, etc., and The Princess of Arboria, Princess of Molivadia, etc., guardians over the Lordship of Delfinenstrand, and His Imperial Highness Iñigo Lorenzo Aloysius Shahnaz al-Osman Primo de Aguilar, Lord of Delfinenstrand, of the Principality of Whales, of the Bovic Empire of the Natopian Nation, decree as follows:
Russell Aldridge, subject of His Bovic Majesty, and resident of Delfinenstrand, is appointed Lord High Treasurer of the Lordship of Delfinenstrand, and shall have the duty and responsibility to ensure the proper collection of taxes and fees, and to safeguard the coffers of the Lordship. He shall appoint as his subordinates, a Deputy Treasurer to act in his stead, a Commissioner of Lands and Natural Resources, who shall have the duty and responsibility of superintending all land and natural resources within the lordship, and a Lord High Reeve, who shall collect and remit all taxes and fees due to the Lordship. The Lord High Treasurer shall ensure that one-third of all proceeds from a lordship shall be set aside and brought to the coffers of the lordship's provincial overlord, the Province of Asara Eliana.
A residency tax of one hundred Natopos is imposed for each adult, that is so say, every individual of twenty years of age and above, and who have not yet reached the age of sixty years, of the common folk resident within the Lordship, which must be remitted to the Lord High Reeve prior to the close of the calendar year. Failure to remit before the end of the first month of every new year shall result in immediate arrest and indentured servitude at the rate of ten days for every hundred natopos due. Officials, spouses, servants and employees of the Lordship Government are exempt.

DECREE ESTABLISHING A REPRESENTATIVE OFFICE IN AQABA, CONSTANCIA
We, Their Serene and Eminent Imperial Highnesses, The Prince of Molivadia, Autokrator of the Imperial State of Constancia, etc., and The Princess of Arboria, Princess of Molivadia, etc., guardians over the Lordship of Delfinenstrand, and His Imperial Highness Iñigo Lorenzo Aloysius Shahnaz al-Osman Primo de Aguilar, Lord of Delfinenstrand, of the Principality of Whales, of the Bovic Empire of the Natopian Nation, decree as follows:
A representative office of the Lordship of Delfinenstrand is established and domiciled at Irukahama Tower, Tapfer Plaza, Aqaba, Aqabah, in the Imperial State of Constancia, with all the protections of a consulate of the Bovic Empire of the Natopian Nation in accordance with international law.

DECREE ESTABLISHING A PORT, HARBOR, AND INTERNATIONAL AIRPORT
We, Their Serene and Eminent Imperial Highnesses, The Prince of Molivadia, Autokrator of the Imperial State of Constancia, etc., and The Princess of Arboria, Princess of Molivadia, etc., guardians over the Lordship of Delfinenstrand, and His Imperial Highness Iñigo Lorenzo Aloysius Shahnaz al-Osman Primo de Aguilar, Lord of Delfinenstrand, of the Principality of Whales, of the Bovic Empire of the Natopian Nation, decree as follows:
The ESB Group is contracted to construct an adequate port and harbor at the location known as the Southern Encampment, as well as an International Airport, and to thereafter operate them for 10 years under the supervision of the Lordship Government, with an option for additional ten year increments, depending on performance, provided that the Honorable Company shall remit ten percentum of gross revenues per annum, for the privilege on this franchise.

DECREE ON A SURVEY, MARITIME SERVICES, AND UTILITIES
We, Their Serene and Eminent Imperial Highnesses, The Prince of Molivadia, Autokrator of the Imperial State of Constancia, etc., and The Princess of Arboria, Princess of Molivadia, etc., guardians over the Lordship of Delfinenstrand, and His Imperial Highness Iñigo Lorenzo Aloysius Shahnaz al-Osman Primo de Aguilar, Lord of Delfinenstrand, of the Principality of Whales, of the Bovic Empire of the Natopian Nation, decree as follows:
The ESB Group is contracted to meticulously survey the resources and geography of the Lordship, and to prepare development plans for the same.
The ESB Group is contracted to provide power, communication, and water generation and distribution, as well as sewerage utilities services and to thereafter operate them for 10 years under the supervision of the Lordship Government, with an option for additional ten year increments, depending on performance, provided that the Honorable Company shall remit ten percentum of gross revenues per annum, for the privilege on this franchise.
The Transegale Trading Company is contracted to provide passenger, cargo, and maritime logistics services and to thereafter operate them for 10 years under the supervision of the Lordship Government, with an option for additional ten year increments, depending on performance, provided that the Honorable Company shall remit ten percentum of gross revenues per annum, for the privilege on this franchise.
The settlement of New Bethlem is instituted, to be governed by a Provost and Council appointed by the ESB Group.

DECREE ON AN INDUSTRIAL ARCHAEOLOGY, HERITAGE PRESERVATION, AND CULTURAL CONSERVATION PROGRAM

The ESB Group is contracted to conduct an Industrial Archaeology Program as well as a Heritage Preservation and Cultural Conservation Program within the Lordship.

DECREE ON A SURVEY OF THE COMMON FOLK OF THE LORDSHIP AND INFRASTRUCTURE OF THE LORDSHIP

The ESB Group is contracted to conduct a comprehensive survey on the quality and condition of infrastructure, as well as the number and condition of residents and common folk of the Lordship, and to present its findings to the Lordship Government forthwith.
