The Morning Wind Building is the workplace and headquarters of several ministries of the Council of State of Nouvelle Alexandrie. These include the Department of Research and Development; Department of Labor; and Department of Trade and Industry. It is located in the Government District in Cárdenas. It was completed in 1695 AN. The building is named after the Morning Wind, an important spiritual aspect of the Faith of Inti, due to its proximity to the Cathedral of Illapa.

The building consists of two large weaponised concrete office tower, with the South Tower dedicated to DRD, and the East Tower dedicated to DoL and DTI.

The building was constructed in 1689 AN as part of the New Prosperity Plan and the Cárdenas Plan to house the Department of Science. The Department of Commerce and Labor was added later that same year. The building is known for its modern architecture, with a large semi-circular entry hall and staircase.

Buildings and Rooms

Department of Research and Development

The DRD is located in the South Tower, being the largest of the three organisations inside the building. It holds the offices for the different sub-departments, including dedicated office space for the Secretary and Deputies. Beyond that, it holds the National Archives of Science and Technology, a large repository of scientific and philosophical works, second only to the Presidential Library in terms of size.

The tower has dedicated laboratories on the second to fourth floor, allowing for General research and development by scientists and laborants employed by the Department itself.

Department of Labor

The DoL is located on the first to sixth floor of the East Tower, being the second-oldest organisation in the building. It holds the offices for the different sub-departments, including dedicated office space for the Secretary and Deputies.

The Tower holds the Federal Labor Court (Alexandrian: Tribunal Federal del Trabajo), the primary Labour court in Cárdenas, and indeed the Federation, on the third floor.

Department of Trade and Industry

The DTI, formerly part of DoL as the Sub-Department of Commerce, is located on the seventh to fourteenth floor, being the youngest organisation in the building. It holds the offices for the different sub-departments, including dedicated office space for the Secretary and Deputies.

The Tower has a dedicated office of the Federal Export-Import Bank, the official Export credit agency of the Council of State.

Civil Service

The Federal Civil Service works within the building, staffed with a mix of Civil Servants and Advisers. They are led by a Chief of Staff who oversees all department staff; while each department also has a dedicated Deputy. The staff are non-partisan by nature, but are selected by the Secretaries, on advice and consent of the Cortes Federales.
