Military Ethics and Constitutional Education Command
The Military Ethics and Constitutional Education Command (MECEC) is a specialized training and educational institution of the Federal Forces of Nouvelle Alexandrie, established in IV.1739 AN as part of the broader Operation Clean Hands military reform initiative following the Spring Crisis of 1739. Headquartered at the Royal Military Academy of Nouvelle Alexandrie in Parap, MECEC is responsible for implementing mandatory education programs on democratic values, constitutional principles, and civil-military relations for all officers and senior non-commissioned officers in the Federal Forces.
The Command's curriculum combines theoretical instruction in constitutional law and democratic governance with practical training in ethical decision-making and civilian oversight compliance. All military officers must complete MECEC's core program, which includes courses on the Proclamation of Punta Santiago, civilian control of the military, and the ethical obligations of military service in a democratic society. The Command also maintains specialized programs for different service branches and ranks, with additional requirements for officers serving in sensitive command positions. Notable courses include "Constitutional Crisis Management," "Military Ethics in Democratic Societies," and "Civil-Military Relations in Modern Nouvelle Alexandrie."
The Command works closely with the Civil-Military Relations Board and leading universities like the University of Cardenas, the Royal University of Parap, among many others to continuously update its curriculum and teaching methods. Its effectiveness in promoting democratic values within the military establishment has been widely recognized, with several international observers citing MECEC as a key factor in strengthening civilian control over the military in post-crisis Nouvelle Alexandrie.
Facilities
The Command maintains six major educational facilities:
- The Central Command and Staff College adjacent to El Fuerte in Cárdenas;
- The Naval Ethics Training Center in Punta Santiago;
- The Mountain Warfare Ethics School in Beaufort;
- The Air Force Constitutional Studies Institute in Lausanne;
- The Advanced Officer Training Center in Piriya;
- The main headquarters and primary officer training facility at the Royal Military Academy of Nouvelle Alexandrie in Parap.
