Civil-Military Relations Board

The Civil-Military Relations Board (CMRB) is a permanent federal oversight body established by the Military Reform Act, 1739 following the Spring Crisis of 1739 in Nouvelle Alexandrie. Operating independently under the joint authority of the Department of Defense and the Federal Assembly, the Board is responsible for monitoring and improving relations between civilian authorities and military institutions throughout the Federation. The CMRB consists of 24 members: eight civilian appointees nominated by the Federal Assembly, eight military representatives appointed by the Secretary of Defense, four academic experts in civil-military relations, and four representatives from civil society organizations. The Board is headquartered in El Fuerte, Cárdenas, with regional offices in Punta Santiago, Parap, Beaufort, and Lausanne.

Originally conceived during emergency sessions of the Council of State in the immediate aftermath of the Spring Crisis, the CMRB emerged as a cornerstone of democratic reforms under Operation Clean Hands. The Board's mandate extends beyond simple oversight to include proactive engagement in military policy development, officer education programs, and civilian outreach initiatives. Working in close coordination with the Military Ethics and Constitutional Education Command, the CMRB develops curriculum standards for military academies, conducts regular audits of command structures to ensure compliance with civilian authority, and maintains comprehensive databases tracking military-civilian interactions across all Regions of the Federation. The Board also serves as the primary investigative body for complaints regarding military overreach or violations of civilian authority, with the power to conduct investigations and make binding recommendations to the Department of Defense, the Federal Assembly, and the High Court of Justice (or other courts as it sees fit).
