Michael André Blanchard (born 12.IV.1662 AN) is a New Alexandrian civil engineer, politician, and administrator who served as the second Governor of Santander from 1699 AN to 1704 AN. He is best known for his leadership during the reconstruction following the Great Santander Floods of 1697 and for pioneering the Santander Water Management System that revolutionized flood control and irrigation practices across Santander and the rest of Nouvelle Alexandrie. Throughout his career, Blanchard has held various high-profile positions including Deputy Secretary of Civil Works and Transportation (1704 AN - 1718 AN), Deputy of the Federal Assembly (1704 AN-1723 AN), and President of the Santander Infrastructure Authority (1726 AN-1734 AN).
A close political ally of Juan Pablo Jimenez, Blanchard succeeded him as Governor when Jimenez was appointed to the federal government in 1699 AN. His governorship is remembered for its emphasis on infrastructure development, environmental resilience, and regional economic integration, establishing a template for effective regional governance that has influenced subsequent administrations throughout the Federation.
