Hatuey Busiri (born 9.VIII.1711 AN), 2nd Duke of Yabucoa, is a Wakara engineer and peer of Nouvelle Alexandrie. He is the son of Yucahúké Busiri, the last First Minister of the Wakara and first Regional Governor of Boriquén, and succeeded to the dukedom on his father's death in 1753 AN.[1]

Trained as an engineer at the University of Borikén, Busiri has been associated throughout his career with the Boriquén Institute of Technology, the regional polytechnic at Yabucoa that his father endowed in 1742 AN, and has presided over its board of governors since 1753 AN. He holds a grandeeship and sits in the Chamber of Peers without party affiliation, speaking chiefly on technical education and the development of Boriquén.

Early life and education

Busiri was born in 1711 AN at Yabucoa, the cacicazgo of central Boriquén from which his family takes its title, during the years in which his father served as First Minister to Cacique Guarionex II. He was a child when his father negotiated and signed the Plan de Hato Rey in 1717 AN and when Boriquén was admitted to the Federation as its eleventh Region in 1718 AN. As a native of the interior he was raised speaking Highland Wakara, the dialect known in Wakara as Wakara Munabo.[2] He studied engineering at the University of Borikén at Hato Rey, which had been founded in the first years of the region's membership.

Boriquén Institute of Technology

Busiri was thirty-one when the Boriquén Institute of Technology was founded at Yabucoa in 1742 AN, on an endowment given by his father late in his life.[3] He was closely involved in the foundation, and on succeeding his father he took up the presidency of the institute's board of governors, an office reserved to the Dukes of Yabucoa under the terms of the original endowment.

He has argued that the applied sciences offer Boriquén a surer footing than its agricultural exports alone, and has pressed for the expansion of the institute's programs in hydraulic and civil engineering, the fields most closely tied to the management of Lake Cherusken and the Cherusken River. As president of the board he deals with the regional government through the Secretary of Education and the Secretary of Public Works and Infrastructure.[4]

Duke of Yabucoa

Main article: Duke of Yabucoa

On the death of his father at Yabucoa in 1753 AN, Busiri succeeded as 2nd Duke of Yabucoa at the age of forty-two. The dukedom is one of the Wakara peerages created outside the cacical House of Guarionex when the Wakara nobility was integrated into the federal nobility in 1719 AN, and, like every ducal title in the Federation, it carries a grandeeship.[5]

Chamber of Peers

The dukedom carries a seat in the Chamber of Peers, which Busiri took in 1753 AN. He has since sat in the 12th and 13th Cortes Federales. His father had sat in the same chamber and served in the 11th Cortes Federales as one of its Deputy Lord Presidents. His interventions in the chamber have dealt mainly with technical education and regional infrastructure.

Busiri sits without party affiliation, as his father had stood for the governorship of Boriquén without one. He has not aligned himself with the Wakara People's Party, which has held the regional government for most of the period since 1723 AN, the interruption being the governorship of Hernando Colón Vega of the Federal Humanist Party from 1744 AN to 1749 AN.[6] Yabucoa is both the seat of his dukedom and the headquarters of the Wakara People's Party, which was founded there in 1722 AN following a dispute over land rights in the town.[7]
