The Governor of Kōkai State (Sangunese: 黃海道と州知事, translit.: Kōkai-dō to Shū Chiji?, Taesongean: 황해도와주지사; Natlanese: North: Nopa Tlanauatihketl tlen Kōkai; South: U Noh Hala'achil Kōkai; Yapreayan: Kōҟaï Estat Hwintķar()()()()()()()()()()()()()()(); Ashkenatzi: דער גובערנאַטאָר פֿון קאָקאַי), officially the Yang di-Pertua Negeri of Kōkai State (Phineaner: Yang di-Pertua Negeri Kōkai), is the ceremonial head of state in the state of Kōkai, Phinbella. The Governor or Yang di-Pertua Negeri is styled as Tuan Yang Terutama (His or Her Excellency). The governorship of the state is a position held by the Pyro Archon (a chief of the Natlanese nation, was democratically elected by the six chiefs of the Natlanese tribe) and the head of monarchy of Gur'latan, and these positions rotate between each other. The official residences of the governor are two: the Stadium of the Sacred Flames located in Secretariat, Singapore Street which is also the official residence of the Pyro Archon and the Gur'latan Royal Palace, located in Kota Terawangan near Salbiah which is also the royal residence of Gur'latan.

History

Following the establishment of the Republic of Kōkai in -58BP, the Basic Law of the Republic of Kōkai (Undang-Undang Tubuh Repablik Kōkai) originally designated the head of state as the President internationally with the title Yang di-Pertua Negara in the Phineaner language. Since the merger of the three Euran states into the Federal Republic of Phinbella in 1729 AN, this title has been changed to Yang di-Pertua Wilayah, while the international title it has been changed to Governor, and after being granted special self-governing status in 1736 AN, the title has been changed to Yang di-Pertua Negeri in line with the rebranding as Kōkai State, while the title of Governor is still retained.

In history of the leadership, only eleven officeholders have died in office, most of them being holders who held the position of Pyro Archon, while the late Empress of Gur'latan Satriantar Ratna was died of illness, and the crown prince Satriantar Kul'dar also died after being defeated in battle.

Murata Rieyu was only the then president who was from the Muratan tribe, a tribe that is now extinct in the state following a civil war involving all the Natlanese tribes.

Appointment and role

The position of Yang di-Pertua Negeri (a governor, and previously a president) is established by the Basic Law of Kōkai State. This position has been appointed by the President of the Federal Republic of Phinbella since 1729 AN, who must first consult with the six Natlanese chiefs and members of the royal family of Gur'latan. However, the President has the discretion to act as he sees fit in making the appointment.

The Governor holds office for a term of four years. However, he may resign at any time by submitting a written resignation to the President. Furthermore, the President has the power to remove the Governor from office. This may occur if a resolution requesting such removal is supported by not less than two-thirds of the members of the State Legislative Assembly and all of the six Natlanese chiefs and members of the royal family of Gur'latan.

In situations where the Governor is unable to perform his duties due to illness, absence or other reasons, the President may appoint a qualified individual to act temporarily in that capacity after consulting with the six Natlanese chiefs and members of the royal family of Gur'latan. A person acting in this temporary role is also allowed to represent the state of Kōkai in the Presidential Conference Council during the acting period.

Functions, powers and privileges

Many of the functions and powers of the president – at the federal level – are delegated to the governor at the state level – like other state governments. However, the governor has no power or function over the judiciary. Most of them are appointed after consultation with the six Natlanese chiefs and members of the Gur'latan royal family, except in appointing the chief minister. The same process applies to the removal of office holders.

The constitution also describes the governor's powers in the State Legislative Assembly. All bills must be approved by the governor within 30 days of their passage. The governor is also required to address the legislature annually.
