Essays on the National Plans is a series of essays by Morissa Baumann, then Minister of State of Nouvelle Alexandrie, published between 1729 AN and 1730 AN for the Canchasto Institute, the party research arm of the Federal Consensus Party. They were written in support of the Federal National Plans published and implemented under the leadership of President Marissa Santini in 1729 AN. They were later compiled and published in a single volume in 1735 AN, with the added subtitle of A New Vision for the Federation.

Themes

The essays were written by a member of the Council of State that implemented the very plans they are a subject of. They present a cohesive, forward-looking vision, emphasising progress, unity, and resilience through the Federal National Plans. Baumann's work framed the plans as essential pillars for the government's program and the future of Nouvelle Alexandrie, addressing economic, social, and security challenges while reinforcing the Federal Consensus Party's commitment to social-liberal and progressive values.

Baumann underscores the federalist approach of the plans, which balances centralized coordination with regional autonomy. She argues that the plans are not just top-down mandates but collaborative efforts to strengthen the nation as a whole, ensuring that all regions benefit equitably from development. This reflected the FCP’s belief in inclusive governance and shared prosperity.

Synopsis

Part 1: General Analysis

Part 1 did not specifically outline any of the particular plans in the program of the Federal National Plans, but instead introduces the overarching vision, necessity, and strategic framework, setting the stage for the detailed analysis in subsequent parts. Because the Plans were not finalised when Baumann published part 1, it is considerably unspecific on policies and measures.

Part 2: National Infrastructure Plan

Part 2 zooms in extensively on the National Infrastructure Plan, focusing on its scope, funding, and expected impact on economic growth and connectivity. Baumann provides a deep dive on both highway, rail, water, and air transportation. Written in collaboration with Minister of Civil Works and Transportation Alfonso Rivas.

Part 3: National Health Plan

Part 3 analyses the National Health Plan, emphasising universal access, quality improvement, and systemic reforms. Baumann focuses on both public health, hospital building, and mental health. Written in collaboration with Minister of Social Security and National Solidarity Phuyu Nina Pillpe.

Part 4: Plan for the Police

Part 4 examines the National Plan for the Police, addressing law enforcement reform, community trust, and modern policing strategies. Baumann focuses on accountability and transparency; public trust; technology; and organised crime and terrorism. Written in collaboration with Minister of Justice Jaime Tedejor.

Part 5: Plan for the Armed Forces

Part 5 examines the National Plan for the Armed Forces, focusing on modernisation, defence strategy, and international cooperation. Baumann provides an extensive analysis of strategic autonomy, collective security, as well as veterans' support. Written in collaboration with Minister of Defense Julián Sáez.
