Anzu-Nergal & Nippur Bill

The Karnamark Coast, Anzu-Nergal & Nippur Bill was a bill, as of 1757, in development by the Secretariat of State. The purpose was the annexation of some of the land that the Hexarchy was unable to re-annex following its collapse of government in 1756 and re-establishment the year later. After lobbying from Senator Nobunag'an Ral, the bill would end up creating a small realm for the people of Anzu-Nergal, and an autonomous municipality in Karnamark for the city of Pi-Memphis for the people of Nippur.

The bill has not yet been proposed to the Senate of the Lakes. In late 1757, the bill was scrapped and replaced by two separate bills, the Bill on the Annexation of the Coast of Karnamark and the Bill on the Annexation of the Arm of Alu-Nergal.

Background

The bill followed the Isolation of Anzu-Nergal & Nippur, and the occupations of the Coast of Karnamark and of the Arm of Alu-Nergal. It sought to bring permanent solution to that grave issue, while stabilizing the Order's borders within the Keltia mainland.

Provisions

The bill consists of four section: The first contains general provisions. The second declares the integration of Anzu-Nergal as a fully constituent Realm, names a guarantor as its leader, and grants certain rights. The third section incorporates Nippur as a self-governing territory within Samhold and Karnamark and grants certain rights. The fourth section details native title and related rights.

Territorial changes are made as a result of this law. The new Realm of Anzu-Nergal is added with Naith as its capital, with its environs as its territory. Amon Dae, Luna's Veil, and their environs are ceded to other Realms. Nippur is added as a self-governing territory, with the area surrounding Pi-Memphis as its territory. Other settlements are not directly listed in the bill's provisions.

OOC provisions allow for Cosmic Fury to control certain characters in Anzu-Nergal and set its internal narratives. Control of Nippur's characters is shared, and Hurmu controls any changes in that territory in line with this page's provisions.

Text of the Bill

Section 1: General Provisions

1. The sovereignty of the Order of the Holy Lakes is extended to the coast of Karnamark and the Arm of Anzu-Nergal between the realms of Amaland and Normandie, as indicated in the Appendix.
   1. The jurisdiction of the Earldom of Samhold and Karnamark extends to the Coast of Karnamark.
   2. The jurisdiction of the Realm of Amaland extends to the southern part of the Arm of Anzu-Nergal, excluding the city of Naith and its surrounding territory.
   3. The jurisdiction of the Duchy of Normandie extends to the northern part of the Arm of Anzu-Nergal, excluding the city of Naith and its surrounding territory.
   4. The city of Naith and its surrounding territory is admitted as a Realm of the Order with the name of the Realm of Anzu-Nergal.

Section 2: Realm of Anzu-Nergal

1. The sovereignty of the Order is represented in the Realm of Anzu-Nergal by an Overlord who answers to the Senate.
2. Anarion, his designated heirs and successors according to law, are named as Overlord of Anzu-Nergal at the pleasure of the Senate.
3. The Overlord is charged with ensuring peace and good government over the Realm of Anzu-Nergal and may establish a constitutional government there in accordance with the Charter for the Order of the Holy Lakes.

Section 3: Incorporation of Nippur as an autonomous municipality

1. Nippur is hereby granted the status of an autonomous municipality of the Earldom of Samhold and Karnamark. The territory shall encompass the area surrounding the metropolitan area of Pi-Memphis.
2. Governance shall, to the fullest extent possible, be self-contained within the territory.
3. The Earl of Samhold and Karnamark shall make law for the autonomy of Nippur, including for the jurisdiction of tribal courts in Samhold and Karnamark, in accordance with the Charter for the Order of the Holy Lakes.
