The famine in northern Benacia, which gripped the regions of Amokolia and Upper Elwynn during the period extending from the autumn of 1709 AN until the summer of 1710 AN, was occasioned by crop failures in 1708 AN and 1709 AN, being further exacerbated by the effects of the Recession of 1709 upon the ready availability of lines of credit with which the Benacian Union sought to cereal crops with which to make up the shortfall.

The Benacian Union was able to mitigate the worst effects of this famine by discretely obtaining food aid from its allies in the Raspur Pact, reductions to the basic universal ration, and a campaign of ersatz product substitution, whilst localising the effects of the ensuing food shortages to those regions which had been in rebel hands during the Second Elwynnese Civil War. This last measure being achieved by moving the halls of allocation and appropriation in those bailiwicks down onto the lowest priority tier for bulk grain shipments, and by tightening the internal border restrictions that prevented the movement of subjects between bailiwicks without official authorisation.
