Fontainebleau Declaration on Sports, 1751
The Fontainebleau Declaration on Sports, 1751 (Alexandrian: Déclaration de Fontainebleau sur le Sport; Martino: Declaración de Fontainebleau sobre el Deporte) is a statement of principles for sports governance reform in Nouvelle Alexandrie. It was adopted on 17.II.1751 AN at the conclusion of the Federation-wide Sports Summit of 1751 in Fontainebleau, Alduria.
Adoption
The Declaration was adopted by acclamation on the final day of the Federation-wide Sports Summit of 1751, which had convened from 3.II.1751 AN to 17.II.1751 AN at the Emperor Edgard II Memorial Stadium. Approximately 180,000 delegates from federal, regional, and local sports organizations participated in the summit. King Sinchi Roca II, serving as patron of the summit, witnessed the adoption ceremony. Premier José Manuel Montero and Secretary of Education, Sports, and Culture Beatriz Daguao signed the Declaration on behalf of the federal government.
The text was drafted by a committee of 24 delegates representing each of the Federation's twelve regions, with two delegates per region selected by their respective delegations during the summit's second week. Dr. Martín Echeverría of the Federal Sport Committee chaired the drafting committee, which met from 10.II.1751 AN through 16.II.1751 AN.

FONTAINEBLEAU DECLARATION ON SPORTS
Adopted at Fontainebleau, 17.II.1751 AN
Preamble
The delegates to the Federation-wide Sports Summit of 1751, assembled at Fontainebleau in the Region of Alduria, recognizing the role of athletics in promoting public health, national unity, and international cooperation among the peoples of Nouvelle Alexandrie;
Acknowledging the Promotion of Sports Act, 1694, as the foundation of sports governance in the Federation, and recognizing that fifty-seven years of experience have revealed the need for modernization of its structures and processes;
Affirming the shared commitment of the twelve Regions to athletic excellence, fair competition, and the well-being of all who participate in sport;
Do hereby declare as follows:
Article I. Athletic Excellence
The Federation of Nouvelle Alexandrie commits to promoting athletic excellence at all levels of competition, from community recreation to international representation. Federal, regional, and local authorities shall cooperate to identify, develop, and support athletes of exceptional ability while ensuring broad participation in sport by all citizens.
Article II. Equitable Access
All persons within the Federation shall have equitable access to sports programs regardless of geographic location, economic circumstance, or physical ability. The federal government shall provide support to ensure that no Region lacks the resources necessary to offer athletic opportunities to its residents. Dedicated funding streams shall be established for para-athletics and adaptive sports.
Article III. Clean Sport
The Federation affirms its commitment to clean sport and fair competition. The Anti-Doping Agency of Nouvelle Alexandrie shall receive adequate resources to fulfill its mandate. The Federation shall cooperate with international anti-doping bodies and uphold the highest standards of athletic integrity. Educational programs on the dangers of prohibited substances shall be incorporated into all federally funded youth sports programs.
Article IV. Coordination of Authorities
Federal, regional, and local sports authorities shall operate within a framework of regular consultation and clear jurisdictional boundaries. The Federal Sport Committee shall convene quarterly meetings with regional sports federation presidents. A tribunal shall be established to resolve disputes between authorities. Standardized reporting requirements shall ensure accountability and transparency.
Article V. Athlete Welfare
The Federation recognizes its duty to protect the health and well-being of athletes. Authorities at all levels shall implement measures to prevent injury, ensure access to medical care, and support the mental health of competitors. Student-athletes shall receive educational support to balance academic and athletic demands. Programs shall be established to assist retiring athletes in their transition to post-competition life.
Article VI. International Engagement
The Federation shall continue its participation in regional and global sporting competitions as a means of promoting international friendship and cooperation. Authorities shall pursue opportunities to host international events within Nouvelle Alexandrie. Sports exchanges with allied nations shall be encouraged as instruments of diplomacy and cultural understanding.
Article VII. Legislative Action
The Cortes Federales is called upon to enact legislation implementing the principles of this Declaration and modernizing the Promotion of Sports Act, 1694. Such legislation shall establish the structures, funding mechanisms, and accountability measures necessary to achieve the objectives herein stated.
Done at Fontainebleau, in the Region of Alduria, on this seventeenth day of the second month of the year 1751 Anno Nortone, in the presence of His Majesty King Sinchi Roca II, Patron of this Summit.

Signatories
In addition to Premier Montero and Secretary Daguao, the Declaration was signed by the twelve regional governors or their designated representatives, the chairman of the Federal Sport Committee, and the presidents of the Paralympic Committee of Nouvelle Alexandrie and the Anti-Doping Agency of Nouvelle Alexandrie. International observers from Natopia and Constancia signed as witnesses.
Reception
The Federal Humanist Party and Civic Governance Alliance praised the Declaration as a framework for bipartisan sports policy reform. The Federal Consensus Party characterized it as aspirational but noted that its significance would depend on subsequent legislation. The Alliance for a Just Nouvelle Alexandrie criticized the Declaration for lacking binding commitments on funding levels for community sports programs.
Sports administrators generally welcomed the Declaration's emphasis on coordination and athlete welfare. Some critics argued that its language was too general to guide specific policy decisions.
Implementation
The Declaration is not itself legally binding but serves as a statement of intent guiding legislative and administrative action. The Cortes Federales Committee on Culture and Sports began reviewing implementing legislation in III.1751 AN. The National Sports Coordination Framework, endorsed at the same summit, drew directly from Article IV of the Declaration.
