BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present session assembled, and by the authority of the same, as follows:-


PART I
GENERAL PROVISIONS.

Article 1: Citation.

  1. This Act may be cited as the "Workforce Expansion and Skill Enhancement Act, 1727".

Article 2: Definitions.

  1. For the purposes of this Act, "high skilled workers" refers to workers with advanced education or skills, such as professionals, managers, technicians, and similar occupations. Advanced education or skills refer to qualifications obtained after a minimum of 2 years of higher education or vocational training, or equivalent professional experience.
  2. "Specialized jobs in high demand" refers to jobs that require specific skills or qualifications and have a high number of job vacancies or potential for job creation.
  3. "Underrepresented groups" refers to groups that are less represented in the labor force compared to their proportion in the general population. These groups will be identified based on labor market data, census data, and other relevant sources of information.

PART II
WORKFORCE EXPANSION AND SKILL ENHANCEMENT MEASURES

Article 3: Workforce Expansion.

  1. The Department of Labor, in collaboration with the Department of Trade and Industry and other relevant sector-specific government agencies, shall conduct annual assessments to identify sectors with high demand and potential for growth.
    1. The assessments shall employ a combination of quantitative and qualitative metrics including but not limited to market research, employment statistics, economic forecasts, and industry consultations.
    2. The findings of the annual assessments shall be published within the first quarter of the following year, providing sufficient time for stakeholders to adapt and respond to shifting labor market dynamics.
  2. To stimulate job creation in the identified sectors, the Department of Labor, in collaboration with other relevant government agencies, shall develop specific measures tailored to the needs and potential of each sector. Measures may include but are not limited to:
    1. Tax incentives for businesses creating new jobs in the high-demand sectors. The specifics of the tax incentives shall be determined by the Department of Treasury in consultation with the Department of Labor, ensuring that incentives are commensurate with the number and quality of jobs created.
    2. Allocation of funding for infrastructure projects generating employment in high-demand sectors. Such projects shall be identified and implemented in consultation with the Department of Civil Works and Transportation.
    3. Provision of financial support and resources for small and medium-sized enterprises (SMEs) operating in high-demand sectors. This may involve direct funding, low-interest loans, or facilitation of access to private capital.
    4. The Department of Labor shall work with the Department of Treasury to ensure that the budget allocation for these measures is adequate and sustainable.
  3. The Department of Labor shall give special consideration to programs and initiatives aiming to increase the participation of underrepresented groups in the labor force, such as (but not limited to) women, youth, minorities, and persons with disabilities.
    1. For this purpose, the Department of Labor shall conduct demographic analysis and consult with representatives of these groups to understand their specific needs, barriers, and opportunities in relation to labor force participation.
    2. Based on this understanding, the Department of Labor shall develop targeted programs that may include, but are not limited to:
      1. vocational training,
      2. mentorship initiatives,
      3. workplace accommodation measures,
      4. flexible working arrangements,
      5. and childcare support.
  4. The Department of Labor shall collaborate with the Department of Education and other relevant agencies to ensure these programs are effectively integrated into broader education and social service systems.
  5. The Department of Labor shall establish a system to monitor the implementation and outcomes of the measures outlined in this Article, collecting data on job creation rates, sector growth, and the workforce participation of underrepresented groups.
  6. Findings from this monitoring shall be used to continuously adjust and improve policies and measures to ensure they remain responsive to changing needs and conditions. The Department of Labor shall submit annual reports to the Cortes Federales detailing the outcomes of these measures, challenges encountered, and recommendations for improvement.

Article 4: Job Training for Specialized Jobs in High Demand.

  1. The Department of Labor, in close coordination and cooperation with the Department of Education, shall establish a National Job Training Program to equip workers with the necessary skills for specialized jobs in high demand. The National Job Training Program will offer both short-term and long-term courses, with the course structure, including duration, curriculum, and assessment methods, tailored to the specific skills required for each job. The program structure shall be subjected to an annual review and necessary revisions based on the latest labor market trends and skill requirements.
  2. The National Job Training Program shall provide training in areas such as information technology, healthcare, advanced manufacturing, green energy, and any other sectors identified by the Department of Labor as high-demand fields. The specifics of this training, including but not limited to curriculum content, practical skills training, and internships or industry placements, shall be determined through ongoing collaboration with industry professionals, educational institutions, and labor market experts in each area.
  3. The Program shall foster dynamic partnerships with businesses, educational institutions, professional associations, labor unions, and other relevant stakeholders to ensure the relevance of the training to the evolving needs of the labor market. This collaboration shall include regular meetings for feedback, systematic performance reviews, and timely updates to the training curriculum.
  4. Upon completion of the training programs, participants will be granted a certificate recognized by relevant industries, which affirms their proficiency in the necessary skills and enhances their employability in the specialized jobs.
  5. The National Job Training Program will ensure that training opportunities are made accessible to all interested individuals, regardless of their socio-economic backgrounds. Provisions such as scholarships, subsidies, or fee waivers will be available for economically disadvantaged but deserving candidates.
  6. The National Job Training Program will collaborate with industry partners to provide job placement assistance for successful graduates. This may include job-matching services, organizing job fairs, and facilitating networking opportunities.

Article 5: Attraction and Retention of High Skilled Workers.

  1. The Department of Labor is mandated to create and enforce a comprehensive suite of measures designed to attract and retain high skilled workers. These measures shall encompass:
    1. The design, implementation, and regular adjustment of competitive compensation packages aligned with both current living standards and industry market rates.
    2. Upholding and enhancing labor laws to secure fair treatment, healthy working conditions, balanced work-life schedules, and efficient channels for addressing workplace violations.
  2. To integrate foreign high skilled workers into Nouvelle Alexandrie's society and economy, the government is tasked with the following:
    1. Providing comprehensive support services, such as language and cultural training programs, assistance for navigating immigration procedures, and housing assistance initiatives.
    2. Instituting measures to foster social inclusion, including but not limited to community integration programs, cultural exchange activities, and mental health support systems.
  3. The government, in cooperation with businesses, worker's unions, industry bodies, academic institutions, and other relevant stakeholders, is directed to devise proactive strategies to retain high skilled workers and combat brain drain. These strategies shall include:
    1. Formulating attractive growth and development opportunities within the country, encompassing professional development programs, research and innovation grants, incentives for entrepreneurial initiatives, and flexible career pathways.
  4. Acknowledging the importance of familial factors in the decision-making of high skilled workers contemplating migration, the government of Nouvelle Alexandrie will be responsible for formulating supportive policies and programs that encompass:
    1. Ensuring access to quality education for the children of high skilled workers.
    2. Offering support for spousal employment.
    3. Implementing elderly care services.
  5. The Department of Labor and the Department of Education are mandated to jointly establish partnerships with foreign institutions and companies for the purpose of facilitating exchange programs and international opportunities for high skilled workers.
  6. In the interest of continuous improvement, the Department of Labor is tasked with conducting regular reviews of the strategies implemented for attracting and retaining high skilled workers. Based on the findings of these reviews, modifications may be necessary and shall be made to ensure ongoing effectiveness in this endeavor.

Article 6: Funding.

  1. The government shall allocate sufficient funds for the implementation of the measures outlined in this Act through its budgetary processes.
  2. The government may also seek financial contributions from businesses, non-governmental organizations, and other stakeholders. The contributions shall be voluntary and shall be used exclusively for the initiatives under this Act and shall be tax deductible.

Article 7: Monitoring and Evaluation.

  1. The government shall establish a monitoring and evaluation system to assess the effectiveness of the measures outlined in this Act. This system will involve clearly defined metrics such as job creation rates, worker satisfaction surveys, and increases in representation of underrepresented groups in the workforce.
  2. The results of the monitoring and evaluation shall be reported to the Cortes Federales on an annual basis.

PART III
CLOSING PROVISIONS.

Article 8: Closing Provisions.

  1. This act shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This act shall not become law unless it has been given Royal Assent.
  3. This act shall be published and made publicly available.
  4. If any provision of this act, or the application thereof to any person or circumstance, is held invalid, the remainder of the act, and the application of such provision to other persons or circumstances, shall not be affected thereby.

    1. Develop clear criteria and guidelines for businesses to qualify for tax incentives, funding, and other support measures under this Act. These criteria will focus on the creation of quality jobs, adherence to fair labor practices, and contribution to economic growth.
    2. Conduct regular audits and evaluations of businesses benefitting from the Act to ensure compliance with the established criteria and guidelines.
    3. Implement a reporting system where businesses must periodically submit evidence of compliance and the impact of the support received on job creation and quality.
    4. Establish a mechanism for complaints and whistleblowing, ensuring that employees and other stakeholders can report non-compliance or misuse of the incentives and support measures provided by the Act.
  3. Businesses found in violation of the Act's criteria and guidelines shall face penalties, including but not limited to the revocation of tax incentives, repayment of financial support received, fines, and exclusion from future benefits under this Act.

Severe or repeated violations may result in legal action and further sanctions as determined by the Oversight Committee.

Article 9: Transparency and Accountability

  1. The Oversight Committee shall publish annual reports detailing the outcomes of the oversight and compliance efforts, including information on businesses audited, compliance rates, penalties imposed, and the overall impact of the Act on job creation and economic growth.
  2. These reports shall be made publicly available to ensure transparency and foster accountability among businesses and the agencies responsible for the Act's implementation.
