The Protectorate of Northern Cibola was established on 1.X.1733 to consolidate and formalise Sanaman authority in and over the nominal Calbain territory Cybwlach. Following the Sanaman police mission in the territory in 1731, there was a need to provide formal governance over the area. Protectorate status will continue until full formal ownership of the territory has been established, at which time the protectorate will be accepted as a full people's republic. General government is provided by the Northern Cibola Agency, headed by an administrator appointed by the President on the advice of the Council of State.
Inland expansion
As a natural progression of the police mission in Cybwlach, Sanaman forces advanced deeper into the Cibolan Green, in an effort to establish secure borders, and to prevent lawlessness and piracy. With pockets of Confederacy of the Dispossessed sympathisers, the Green constituted a growing threat to life and property not only in the Protectorate, but also to neighboring nations. Even before the establishment of the Northern Cibola Agency, commanders in the territory petitioned the Sanaman government for orders to expand the scope of the mission. A decision was finally made shortly after the agency was formed, with additional funds and manpower provided, mainly from the army reserve and the territorial army. Counter-insurgency operations were also carried out by army and air force special forces. The town of Frontière was established, built on the ruins of a former settlement, to provide a political, economical and administrative hub in the inland.
