The Shahanshah of Çakaristan is the head of state of the Çakar Empire. With the introduction of the Akbar Constitution, the monarchy became constitutional. Before that, the head of state of Çakaristan was determined by political consensus and respect for the person in office. Despite the constitution, the political involvement of the head of state is largely determined by the space given to it by the Çakari Congress.
Constitutional Authority
Before the adoption of the Akbar Constitution, the position of head of state was unregulated. In particular, the absence of an inheritance rule created a crisis when Akbar died prematurely. Although there is still room in the political position of the head of state, the constitution assigns tasks and powers to the head of state.
The head of state is the Ealya Mansabdar of the armed forces. The Commander-in-Chief. He also has the power to declare peace and war. The armed forces are politically organised by Vizier al-Harb (Minister for War).
The laws (qanun) are passed and amended by the Çakari Congress, and the head of state signs them. Only if the head of state refuses to sign, the Ataliq (regent) signs in his place. Within the limits of the qanun, the head of state can issue a firman (decree). He may grant a pardon.
The head of state can elevate to nobility and determine privileges. He may also confer knighthoods. As well as recognising foreign nobility and knighthoods.
The head of state is a member and chairman of the Majlis al-Shuwraa, the advisory council to the crown. In addition to the constitutional members, the head of state can appoint members.
