Neu Ludwigshafen is an antarctic state that was founded in 1696, as a nation for the Ludwiggian people. Most of its inhabitants are refugees from Sankt Ludwigshafen that fled the Ludwigshafener Civil War in 1693, most of which are living in the capital Neu Ludwigshafen. Other South-Cibolan Saxon people unrelated to Sankt Ludwigshafen live in Osthügel and Felsental, they are usually from Walstadt or Licht. Around six percent of the population is not Saxon but of Alexandrian descendance, calling themselves Louisians, which is Alexandrian for Ludwiggians. Neu Ludwigshafen is a democracy, with all citizens over the age of twenty-five having the right to vote in parliamentary elections on city and national level. The national parliament, the Parlement der Republik is the highest institution and its president, the Präsident des Parlements, is considered the head of state. Day-to-day government is in the hands of a cabinet of ministers that has been appointed by the parliament, and whose meetings are presided over by a Minister-President. The state confesses to adhere to the Ludwiggian Reformed Church, but does not prosecute or oppress other religions.
