The Phinbella Community Legislative Council (PCLC) is the legislative branch of the Federal Republic of Phinbella. The PCLC is unicameral and the current chairman of PCLC is Muhammad Hady Faiz.

Usually, the PCLC members were met to held a meeting at Tamar.

The each 41 of PCLC members (or senator) is representing one of Phinbellan territories or divisions and from the political parties that dominate the vote on that state. The members is elected once a year.
