Headquarters in Weisenburg, the company was owned by the Ministry of Transport and was responsible for the maintaining routes, rolling stock, and ensuring the smooth operation of rail services.
The company maintained overall control over all railroads in the UPC. While some railroads were privately owned, it was required that the VSE held at least a 25% in these railroads. The VSE also operated a connection to Aemilia's Coast Tram network through an interchange in the city of Altdorf.
