Integration of the United Principalities into the Aemilian Federation
The integration of the United Principalities into the Aemilian Federation refers to the process that started after the conclusion of the Aemilian intervention in the United Principalities which saw the annexation of the United Principalities of Cibola by the Aemilian Federation, as the process continued, the Cibolan principalities and imperial cities were no longer called Cibolan but rather referred to as the new jurisdictions, compared to the old jurisdictions that were part of the Aemilian Federation before the war. The process was overseen by Theodor Katzenfreund, a confidant of Princess Emilia Antoinette. The following points were considered the most important:
- Integration of the Cibolan military in the Aemilian military structure.
- Investigating whether crimes had been committed during the war, and prosecuting the perpetrators regardless of affiliation.
- Investigating the extent of unintended deaths and injuries inflicted on the civilian population, as well as damages done to their possessions.
- Preparing Cibolan society for the adoption of the Aemilan legal, economic and systems.
Integration of the Cibolan military in the Aemilian military structure
The basic assumption in the integration of the Cibolan military was that following the annexation of the United Principalities, loyalty of its military had shifted from the Kaiser to the Aemilian Federation. This was considered to be legally enforceable, and all personnel was expected to follow the instructions of their new leaders, or face court-martial for mutiny.
Directly after the war had ended, the Cibolan military had been ordered to return to their bases, lay down their weapons and hand over these bases to the Aemilian Kriegskorps Ludwigshafen, after which the soldiers were sent home. This did not mean that they were fired from their positions, soldiers were sent home for at least two weeks of paid leave, paid by the Scuta Aemilia so that they could rest. After these two weeks, the soldiers would be invited to a course, offered by the Scuta Aemilia that would inform them of the code of ethics, that all military personnel of the Aemilian Federation needs to abide by. All soldiers were expected to fulfil the contracts that they had signed with the Cibolan military, under the conditions that they had signed for.
High ranking Cibolan officers, OF-4 and higher, were treated differently, being given two options. The first option was that they could swear allegiance to the Aemilian Federation, follow a one year military academy education in Stadt Sankt Rosa, and would be allowed to return in a similar rank. The second option was that they could swear allegiance to the Aemilian Federation, retire with a generous pension based on their current wages, receive honourable discharge, all on the condition that they would not get involved in any activities inconsistent with the sovereignty of the Aemilian Federation over all its territory. An effective third option, presented more as a threat than an offer, was to face a court martial trial, with the risk of facing a dishonourable discharge for refusal of service, and one year of imprisonment. An exception was Major General Ernest von Schligen, who was ordered to accept an honourable discharge. His actions during the war, especially his betrayal and imprisonment of Field Marshal Karl-Henrich von Könlingen were greatly appreciated, but were considered a danger to the military's command hierarchy. Another exception were the Kaiser and his children, their positions in the military, mostly ceremonial, were terminated as they were exiled.
Some officers tried to flee the nation as they were not happy with any of the options offered, and they were apprehended at the border with Whales. As they were facing especially harsh punishments for mutiny under existing Weisenburger law as officers, including a possible death sentence, which was illegal and disliked in the Aemilan Federation, a creative solution was sought. The Kaiser of Etzeland, Mondo Etzeterra was asked to mediate and came with the solution to exile the officers to East Zimia and the Wallis Islands where they would be the concern of Prince Hans von Heida-Weisse, much to the chagrin of the prince, who did not appreciate this gift from his future grandfather-in-law, as they were bigots, and loud about it, and the prince had left the United Principalities exactly because of these kind of bigots.
It was the opinion of the Scuta Aemilia that integration of the Cibolan military would be achieved the soonest if the soldiers formerly serving in the Cibolan military would serve in the traditional Aemilian units, at the very least temporarily, such as the Kriegskorps and perform exercises with these units. The Cibolan units were not disbanded, but they would be lead by a mix of officers, and include soldiers, from the old and new Aemilian jurisdictions.
War investigation by Meckelnburgh's Royal Gendarmery
Directly after the conclusion of the war, the Aemilian government asked the United Kingdom of Meckelnburgh, an ally through PRIMA to perform an investigation into the events that happened during the Aemilian intervention. Meckelnburgh was asked to do this, because they had access to a lot of classified information through PRIMA that would not have been available to other organisations. The goal of the investigation was to determine whether any war crimes had been committed, but also to establish what reimbursement for damages would have to be paid to individuals, including civilians who had suffered deaths in their families or injuries to themselves, as part of the events of the war, but also damages that had been done by either party as part of collateral damage. The Aemilian Federation considered itself to be liable for any damages to be paid, regardless of which party in the war had been responsible for them, as it had assumed all duties of the United Principalities.
The Meckelnburgh Royal Gendarmery, which performed the investigation, did not find any evidence of war crimes, that had been committed by either party, but did offer a list of citizens that needed to be compensated. The seriousness in which the investigation was performed by the Meckelnburgh Royal Gendarmery, and the swiftness of payments that were made after damages had been reported, by the Aemilian Scuta Aemilia, took away some of the displeasure in the Cibolan population with the Aemilian occupation of their land.
After it was determined that neither party had committed war crimes, a Commemorative Medal for Service During the Unification of the Lanzerwald for all service members of both parties who had performed to the satisfaction of their superiors, as well as the members of the Meckelnburgh Royal Gendarmery who performed the investigation into the war, and the members of the Royal Meckelnburgh Navy who helped during the aftermath of the conflict.
