Abbreviation

Iteru, a "hydraulic state" in north-western Eura, situated on the river Nouradin along a stretch of territory that comprised portions of the former Babkhan Emirates of Alkhiva and Baatharz and the Ashktenaztism overseas territory of Mahoz HaSephardim. The state was overthrown and its civilisation destroyed in the aftermath of the Second Euran War.

Government

Persesh Tjaty

The Tjaty (vizier) is the senior-most official under Pharaoh, with ultimate responsibility for the entire edifice of civil government including jurisdiction over criminal and civil proceedings, the bureaucracy of overseers and scribes, state archives, central granaries, the treasury, storage of surplus products and their redistribution, and supervision of building projects such as the royal tombs and Pharaoh's Great Arsenal at Damietta.

Kenbet

In accordance with ancient tradition, the Throne calls together the chosen in the Kenbet to advise the Throne on matters of state and government. Membership is extended to the Tjaty, Imir Per Wer, the sepat governors, and all irypat and hatya in good standing.

The Imir Per Wer acts as head of the Kenbet and maintains order and decorum. The Kenbet organizes itself in any manner it so wishes. All decisions by the Kenbet are sent to the Palace for the consent or rejection of the Pharaoh. If the Pharaoh consents the decision carries the force of law after being proclaimed.

By ancient tradition no act of the Kenbet may address the Pharaoh's household or Their absolute authority.

In practice the Kenbet served as a consultative assembly allowing for a measure of popular participation in Iteran government.

Regional Government

Upper Iteru is divided into twelve sepats (Hapesh, Imnet-Tu, Nit Resu, Nit Mehtet, Inbu Hedj, Kem-Wer, Hesbu, Behdet, Waset, Minu, and Nemty), while the entirety of Lower Iteru (Andjety) is ruled from Men-Nefer. To each of the territorial sepats a governor (heri-tep a'a) is directly appointed by Pharaoh. The rural portions of each sepat and Lower Iteru are subdivided into various markaz or self-governing collectives of villages under the authority of elected headmen. These markaz are controlled by the governors through a system of hydraulic rationing, whereby the flow of fresh uncontaminated water is determined by the cooperation and productivity of the villages, whose surpluses in crops, manpower, and revenue, are creamed off by the tiers of Iteran local and central government. Non-cooperative or rebellious villages may find themselves placed under a water embargo, leaving them deprived of potable waters - the surface waters of Iteru, like much of inland Eura still being tainted with radioactive fallout from the Babkhan Holocaust of the previous century.

The four great cities of Upper Iteru (Akhmim, Damietta, Iwenu, and Merimda) also enjoy great distinction and a certain autonomy under the temple priesthoods dedicated to the worship and veneration of the votive deities in each of the respective cities. That each of these cities is also the seat of the ruling governors for the sepats in which they are located is a source of tension and acts as a driver for local politics in the provinces.

Uniforms

The standard uniform issued to personnel of the Royal Iteran Chariotry is the jibbah, a padded garment made of tough, plain white cotton with patches of alternate colours (denoting regiment, service corps, seniority, etc) sewn on top, with split skirts for riding, and a helmet with a mail aventail. The jibbahs of officers are typically of superior quality and patterning, with senior officers seen to be wearing coats of many colours (frequently to the delight of Raspurid snipers). An officer's padded jibbah is a piece of high quality quilted armour evolving from the padded jackets of heavy cavalrymen in the service of the Emirates of Alkhiva and Baatharz, whose continual private warfare enlivened the Babkhan political scene in ages past. The multiple layering of wadded textiles produced a resilient defence against slashes and thrusts from edged weapons whilst the silk tunic worn underneath the jibbah serves to contain the penetration of the sorts of arrowheads favoured by inland primitives and the railway archers fielded by the Bassarid Empire - making it considerably easier and safer to remove an embedded arrowhead without causing further catastrophic injuries. The fabric coat and neck defences could also traditionally be reinforced with elements of metal armour, in the form of mail shirts and neck guards, and plate helmets. Horses, on the occasions when taken into battle, can also be protected with padded body armours on occasion, supplemented with barding made from metal plates. With the return of high velocity weapons to the battlefields of northern Eura, metal armour is retreated back into obsolescence with the more prudent regiments seeking ways to incorporate disks of ceramic armour into the weave of their padded jibbahs.

Economy

The economy of Iteru is best understood as being essentially agricultural, extractive and redistributive in nature. Resources are gathered in by the sepat administrations and held in granaries and storehouses under the central administrative control of the Vizier. This central apparatus, supported by court and temple bureaucracies, then determines whether surpluses thus acquired are either to be redistributed to meet shortfalls elsewhere in the kingdom, placed for export to acquire foreign capital, or assigned to internal programmes of work. The greatest drains on the resources of the Iteran state are, in descending order, the Royal Court and Necropolis and Men-Nefer, the temple hierarchy, the branches of the armed forces, the central bureaucracy, and the provincial bureaucracy.

Unusually, perhaps uniquely, the temples of the pantheon of Iteran gods also serve as centres of manufacture and production, sizeable corps of artisans and fabricators are maintained on the staff in the great houses of the gods, distributed throughout the towns and sepats of the kingdom.

The largest single industrial enterprise under the control of what might be termed the central government is Pharaoh's Great Arsenal, a series of dockyards, slipways, assembly-lines and workhouses, built in a radial pattern on an artificial circular island set into the river before Damietta and linked to the city by a fortified causeway. With the defection of Talenore and its fleet at the onset of the Iteran Crisis, the Great Arsenal overtook the funerary works at Men-Nefer, dedicated to ensuring the immortality of Pharaoh and his lineage, as the overwhelming priority of the Pharaonic state. Although firmly under the control of the Royal Iteran Navy the Great Arsenal has the largest assortment of usable machine-tools in the entire kingdom and as a consequence is called upon to repair and maintain all manner of equipment bought, borrowed, or stolen by the Iteran military for use in its wars. The production facilities of the Great Arsenal are driven by a hydraulic power network linked to a barrage of floating watermills and pumping stations built out into the river upstream from Damietta where ingenious waterworks, dug with corvée labour at the cost of a great loss of life, increased the flow of the vast megariver by an order of magnitude.
