The Constitution of Normark is the instrument by which the government of the Kingdom of Normark is established and regulated.
In the aftermath of the Boreal Defence and Security Agreement solidifying Normark's alliance with the Benacian Union, King Fredrik Michael Tarjeisson issued a new constitution in 1731 AN to bring the legal foundations of the Kingdom fully in line with Humanist principles and Benacian influence. The 1731 Constitution replaced Normark's previous semi-democratic framework established in 1664 AN.
The new constitution codified Normark as a one-party state under the supremacy of the ruling Einhorn Society and the absolutist authority of the Einhorn monarch. All references to democratic practices, like elections for Nordisketing legislative body, were removed from Normark's system of government.
Text
Preamble
We, the loyal subjects of the Kingdom of Normark, heir to the noble traditions of the Grand Kingdom of Normark and the ancient Einhorn dynasty, hereby establish this sacred Constitution to enshrine the principles of Humanist governance under the supreme leadership of His Majesty the King, from the House of Einhorn.
In subordination to the Raspur Pact and humanist ideology, and in fraternal alliance with our brethren of the Benacian Union, we dedicate this realm to the perpetual struggle against the falsehoods of Ayreonism and the destruction of its foul precepts.
Article I - The King
The Kingdom of Normark is an hereditary constitutional monarchy under His Majesty the King of the House of Einhorn. The King is the sovereign head of state and source of all authority in the realm.
The King shall appoint all ministers and officials, approve all legislation, command the Nordhær armed forces as Lord Protector, and represent the realm in affairs of state. He serves for life.
Article II - The Einhorn Society
The Einhorn Society is the sole legitimate political movement and ruling party in Normark. It shall advance Humanism and the Harmonious Society through all institutions of the realm.
All Norsemen and subjects of merit will be members. The leadership of the Einhorn Society shall be structured along military lines under the absolute authority of the King.
Article III - The Nordisketing
The Nordisketing is the legislative council formed of sixty representatives of the Einhorn Society. It shall advise the King on affairs of state, debate policies and laws, and provide oversight of ministerial activities.
All legislation and budgets must be approved by the King to have force. The King may dissolve the Nordisketing at his discretion.
Article IV - The Prime Minister
The Prime Minister of Normark is the King's chief advisor and head of the Einhorn Society's civilian leadership. He shall supervise the activities of all ministers and government agencies on behalf of the King.
The Prime Minister shall be appointed by the King and may be dismissed by the King at any time. He serves at the pleasure of the monarch.
Article V - Military and Security Forces
The Nordhær shall be the unified armed forces of Normark under the supreme command of the King. It exists to defend the realm and advance Humanist interests across Keltia as directed by the Raspur Pact.
The Elian Militia shall be the national police force and internal security agency under joint supervision of the Prime Minister and Minister of the Interior. It shall enforce law and order, suppress subversion, and protect Humanist society.
Article VI - Judiciary
The judicial system of Normark exists to uphold the laws and Constitution as derived from Humanist philosophy and interpreted by the King and the Einhorn Society. All judges shall be appointed by the King on recommendation of the Minister of Justice.
The highest court shall be the Supreme Court of Normark with judicial review over constitutional matters. Its membership shall be determined by the King.
Article VII - The Humanist Social Order
Normark is a Humanist realm dedicating to promoting the ascendancy of enlightened beings over the degraded masses contaminated by falsehoods and superstitions. All subjects shall be ranked according to their merits and devotion to the Einhorn Society's teachings.
Privileges, rights and membership in the political community shall be accorded to subjects based on their rank in this hierarchy as determined by the ruling powers of the Einhorn Society.
Article VIII - Amendments
Amendments to this Constitution may only be promulgated by decree of the King after consultation with the Einhorn Society leadership. No amendments shall contradict or diminish the principles of Humanist rule embodied herein.
