This Directive prescribed the creation of a constitutional commission to draft a proposed new constitution for Zeed.

Zeed Directive 14


WHEREAS Article 18 of the 1701 Armistice of Alduria City provides that, "Hostilities between the Raspur Pact and the Revolutionary Government of Rusjar shall cease from midnight, local time, on 24.IX.1701 AN" and

WHEREAS Article 1 of the 1701 Armistice of Alduria City provides that, "There shall be an immediate demobilisation of all formations and personnel associated with the Revolutionary Armed Forces and the Revolutionary Government in Rusjar"

WHEREAS Article 13 of the aforesaid Armistice provides that, "An appointed deputy of the High Representative of Trans-Euran Command shall be attached to the Revolutionary Government in Rusjar to safeguard Pact interests and to supervise the establishment of a Transitional Government" and

WHEREAS Article 16 of the aforesaid Armistice provides that, "The Revolutionary Government in Rusjar shall reconstitute as a Transitional Government that is fundamentally nationalist and humanist in its essential character" and

LET IT THEREFORE BE KNOWN that the entire governance of Zeed is now subject immediately to the absolute authority of the Raspur Pact, as personified by the High Representative and Supreme Plenipotentiary, in accordance with the laws of war and the 1701 Armistice of Alduria City

and I therefore promulgate the following:

1. There is created a Constitutional Commission which shall be composed of not more than fifty (50) national, regional, and sectoral representatives who shall be appointed by the High Representative and Supreme Plenipotentiary.

2. Nominations of members of the Commission may be made by political parties or civic, religious, ethnic or other sectoral groups, or by individual citizens. All nominations shall be filed with the office of the Executive Secretary to the High Representative and Supreme Plenipotentiary.

3. Nominations must be in writing and accompanied by the following supporting documents, namely: (a) a duly verified curriculum vitae of the nominee; (b) an indication of whether the nomination is for a national, regional or sectoral representative; (c) an endorsement by the nominating group or individual; (d) a certification by the nominee that he/she will accept appointment to the Commission and resign from any government office they may be holding upon the issuance of such appointment; and (e) other materials that may help the appointing authority.

4. The names of the nominees shall be published in newspapers of general circulation for three consecutive days. Nothing in this provision will prevent the publication of the names of nominees as their nominations are received. Reactions to and comments on the nominations, including verified oppositions thereto, may be expressed in letters and telegrams addressed to the Executive Secretary to the High Representative and Supreme Plenipotentiary.

5. Members of the Commission shall qualify and assume office by taking the following oath or affirmation:

“I, (name), do solemnly swear (or affirm) that I shall faithfully and conscientiously fulfill my duties as Member of the Constitutional Commission to hasten the return of normal constitutional government by drafting a fundamental law truly reflective of the ideals and aspirations of the people of Zeed and in accordance with international law, endeavor to complete the work of the said Commission within the period provided by law, not to run for any office in the first local and the first national elections to be held after the ratification of the Constitution that the Commission will propose.”

6. Any person appointed and qualified as Member of the Commission shall not be eligible to run for office in the first local and first national elections to be held after the ratification of the new Constitution; or appointed to any government office or position while the Commission is in session and during the period of one (1) year after its final adjournment.

7. Whenever a vacancy occurs in the Commission, the High Representative and Supreme Plenipotentiary may, upon due certification by the Chairman of the Commission, fill the vacancy by appointment after consultation with the group or sector represented by the Member who caused such vacancy.

8. The Executive Secretary to the High Representative and Supreme Plenipotentiary shall take charge of all arrangements for the convening of the Commission. The High Representative and Supreme Plenipotentiary shall preside at its opening session until a presiding officer is elected by the Commission. The election of a Chairman and presiding officer from among its Members shall be the first order of business. The Commission shall be deemed organized upon the election and qualification of a Chairman and presiding officer. A majority of all its Members shall constitute a quorum to do business, but a smaller number may meet, adjourn from day to day, and compel the attendance of absent members in such manner and under such penalties as the Commission may provide. The Commission may determine the rules of its proceedings, punish its Members for disorderly behaviour, and with the concurrence of two-thirds of all its Members, expel a Member.

9. The Minister of Finance and Governor of the Bank of Zeed is directed to provide such sums necessary for the implementation of this Directive. The Minister of Finance and Governor of the Bank of Zeed is authorized to open and maintain bank accounts in the banks mentioned in Zeed Directive 7 for these purposes, accordingly.

10. In accordance with Article 3 of Zeed Directive 1, which remains in full effect, the senior-ranking Raspur Pact officer present in the Region who is presently serving as military governor of their Region, responsible for maintenance of law and order until otherwise directed, and subject to the command and direction of the High Representative and Supreme Plenipotentiary, shall provide all necessary assistance for the proper implementation of this Directive.

11. This Directive takes immediate effect on the date of signature. The military governors are directed to cause the public announcement and posting of this Directive over the next ten days, as well as its immediate enforcement.

Given at the former Presidium building, Rusjar, this 1st day of the XIth month of the year 1709 AN.
