The Umraid Resettlement Office was established under Article Seven of the Osman-Spiik Accord between the Benacian Union and Hurmu, signed on the island of Botha in 1703 AN, to facilitate the deportation of Umraists who had refused to sign the Union Covenant. These deportees would be received at Tyrador by representatives of the district administration installed by Hurmu. These representatives, liaising with the resettlement office, would assign the deportees to prepared billets and arrange for their employment in the commissariat works regiments engaged the construction of Tyrador's expanded harbour, as well as in the service of the railway company responsible for pushing the planned line eastwards to eventually reach the River Glacei and the port of Ghawlama. The deportees, and their dependents, were to be granted Hurmudan citizenship after five years service and residency in the district to which they had been assigned.
