Developed from the nuclear-powered cruise-missile submarine BNS Tormentor (U-113), the sole example built and launched of the abortive Type XXVI class of nuclear-powered guided missile submarines, the Type XXVIII U-Boat represented a further iterative effort on the part of the Benacian Union to develop its own domestically manufactured successor to the Awake-class diesel submarine.
As a consequence of the disruption to finances occasioned by the recession of 1709, as well as the discovery of faults in the design and build of the submarine during its shakedown cruise, the decision was made to cancel the remaining nine orders for the class, and to focus on building a less ambitious range of coastal submarines across the remainder of the decade.
