The Treaty of Friendship, Cooperation, and Free Passage between the State of Oportia and the Democratic Republic of Daau is a landmark treaty signed between the State of Oportia and the Democratic Republic of Daau in 1737 AN. The treaty establishes a framework for strengthened diplomatic relations, economic collaboration, and mutually beneficial policies on visa-free travel and territorial passage. Negotiated and signed by Francisco Valverde, the Federal Representative of Oportia, and Xi Bing Jin, President of Daau, the treaty highlights the commitment of both nations to peaceful cooperation and shared prosperity.

Background

Between 1738 AN and 1739 AN, private diplomatic negotiations between the State of Oportia and the Democratic Republic of Daau intensified as both nations sought to define terms for a comprehensive agreement. The primary focus was to establish a framework enabling free and unhindered connection between eastern and western Daau through Oportian territory, specifically the strategically important Port d'Est area. Alongside transit rights, the negotiations also aimed to foster peaceful relations and enhance bilateral cooperation in trade, education, and cultural exchange. The negotiations reflected a growing recognition of shared interests and interdependence between the two nations, which had historically maintained limited but cordial relations.

Past overtures faced resistance from Oportia’s administration under the leadership of Galilea Montijo, whose conservative policies prioritized stringent control over national territory. However, the political landscape shifted with the election of Liberal Progressive leader Francisco Valverde as Federal Representative of Oportia. Valverde’s administration took a markedly different approach, embracing Daau’s proposal as an opportunity to transform the relationship into one of friendship and mutual benefit. Viewing Daau as a potential ally in the region, Valverde’s government moved quickly to revive stalled talks, laying the groundwork for what would become the Treaty of Friendship, Cooperation, and Free Passage. This pivot not only marked a turning point in bilateral relations but also underscored Valverde’s vision of positioning Oportia as a forward-thinking and cooperative regional power.

Provisions

The treaty outlines several key agreements:

  • Friendship and Cooperation: The treaty emphasizes the development of a relationship based on mutual respect, cultural exchange, and joint efforts in education and sustainable development.
  • Free Trade and Commerce: It removes tariffs and trade barriers between the two nations, facilitating free movement of goods, services, and capital while maintaining provisions for public health and safety.
  • Reciprocal Visa Arrangements: Citizens of Oportia and Daau are granted 180 days of visa-free travel annually, while students from either country can obtain one-year renewable visas for educational purposes.
  • Free Passage: The treaty guarantees Daau unrestricted, cost-free passage through the Port d'Est area in Oportia for the purpose of connecting its eastern and western territories. Oportia retains territorial jurisdiction, with both nations ensuring safe and efficient transit.
  • Implementation and Dispute Resolution: A Joint Commission is established to oversee implementation and resolve disputes arising from the treaty's provisions.
