Silafubian is them most eastern district of Jingdao on the mainland. It was home of steppe tribes, and was eventually integrated in the Great Jing during the 1673 Eastern Expansion in an attempt to establish a safe trade route with Krasnocoria. In 1683 AN, due to a natural disaster in Leylstadt, the Leylstadters were moved northwards (thanks to humanitarian aid from the USSO), and relocated between the two states, to act as trade centre.

The collapse of Krasnocoria in 1687 AN led to Leylstadt's demise (due to its already high debt and now the total destruction of the trade route). Its Duke, Nicholas des Vinandy-Windsor, kowtowed in front of the Heavenly Light, the Chidao Emperor, to aid his peoples once more. Those refugees who wanted, were welcomed in Silafubian and settled in or around Silafucheng.

Nicholas, who requested the governor's title, angered Xian Lingxin, who was acting governor of Qishisan, with this request. In the end, he was appointed Bojue of Silafubian. A feud between the newly arrived leader of the Leylstadters and the provincial governor, however, seemed on the horizon and would stop further westward migration from Leylstadters to other parts of the province.
