The Restricted Internet Coded Network (RICNet) was a secret internetwork established by Mangosoft Corporation on the instructions of the Shirerithian Imperial Forces and other Shirerithian agencies in the early 1710s. The network was created in collaboration between the Chamber of the Crypteia and Tegong, with the goal of establishing a secure and independent communication system that would not be vulnerable to monitoring by foreign forces. The launch of its public network in 1724 marked a significant milestone in Shirerithian communications, enabling secure and reliable communication between government agencies, military units, and strategic partners and became a critical component of Shirerithian national security strategy. It's seen as the Shirerithian contestant of the Benacian Data Network and Euran Data Network

With Jingdao's integration into the Imperial Republic, the nation's intelligence services, particularly those operating within Jingdao, grew increasingly distrustful of Raspur Pact-monitored channels. As a result, the RICNet became a vital tool for Shirerithian intelligence gathering and covert operations.

Initially, the network relied heavily on former Jingdaoese satellite infrastructure, which had been integrated into the Shirerithian communication network following Jingdao's joining of the Imperial Republic. However, in 1717 AN, the First Thuylemans Cabinet ordered the expansion of the RICNet to minimize dependence on Benacian network systems.
